Summary
- The Wastewater Treatment Division (WTD) is looking for a Projects Control Officer (PCO) who is a highly motivated and successful individual who can interact and build partnerships with internal and external groups as well as with King County supporting agencies such as the Council Auditors Office the Department of Finance and the Office of Performance and Budget. This person must have the demonstrated skills to interact day to day with WTD business needs as well as during high visibility events such as budget reviews council-initiated project risk reviews and high-profile project and program performance audits.
About the Role:
The WTD PCO sits within the WTD Directors Office as an independent position that is responsible for serving on a variety of project governance boards and participating in interagency committees and workgroups as well as auditing project and contract files for compliance. In addition the WTD PCO role carries a degree of autonomy and functions in an unbiased critical advisory nature. The WTD PCO serves as liaison for external audits performed by a variety of governmental entities including the State of Washington and County Council auditing and project oversight offices. The WTD PCO also leads internal WTD audits ensuring that capital projects adhere to the established best practices and standard approaches for program and project management. The position also manages procedural changes while promoting the continuous improvement of project management related processes. The WTD PCO must be an excellent communicator and demonstrate the ability to guide project staff in the effective utilization of resources and tools to accomplish their projects and contract administration / management responsibilities. The position oversees analyzes and makes strong compliance recommendations to managers and project implementation teams regarding mandated use of the Countys and Divisions established best project management practices.

What You Will Be Doing: - Provide compliance and oversight on public works contracts during procurement and administration.
- Recommend changes to contracts amendments and other documents to ensure compliance with governmental regulations. Ensure contracts minimize risk to the County.
- Assist procurement and professional staff in avoiding significant increases in consulting hourly rates errors in cost estimates and duplication of efforts.
- Provide leadership and training to staff in developing procurement policies and procedures procurement goals contract development risk management changing laws and new concepts.
- Recommend alternative processes tools and measurements to improve procurement and contract management.
- Recommend and implement policies procedures processes and practices that respond to new conditions laws codes and/or budget/staff procurement policy changes with other departments divisions sections and other government agencies.
- Identify potential and existing issues with project scope terms deliverables and costs before a contract amendment or change order is signed.
- Oversee the compliance of County project managers with procurement policies processes guidelines and procedures. Provide leadership training and support for all departments on the procurement of professional/technical consulting and construction contracts.
- Manage the development of alternative processes tools and measurements for improved project and contract management.
- Serve as a SME for WTD staff in public works contracting processes including procurement and administration.
Experience Qualifications Knowledge Skills
Qualifications You Bring:
- Advance skill in conveying interpreting and measuring compliance and revising policy and procedures associated with public works professional and construction contracts.
- Skill in developing contracting policies best practices and standards within a public utility or local government.
- Skill in identifying and resolving potential and existing issues with project scopes terms deliverables and cost formulas for contracts amendments and change orders.
- Advanced knowledge of principles and practices of public works contract management and administration and compliance.
- A minimum of 5 years experience administering or providing compliance support on public works contracting processes in the State of Washington to include both Professional Services and Construction.
- Knowledge and skill working with governance bodies and providing oversight and compliance in large capital programs within a public utility or local government.
- Manages Complexity -Making sense of complex high quantity and sometimes contradictory information to effectively solve problems.
- Optimized Work Processes - Knowing the most effective and efficient processes to get things done with a focus on continuous improvement.
- Manages Conflict- Handling conflict situations effectively with a minimum of noise.
- Communicates Effectively- Developing and delivering multi-mode communications that convey a clear understanding of the unique needs of different audiences.
- Courage -Stepping up to address difficult issues saying what needs to be said.
- Washington State Drivers License.
- Experience with Alternative Public Works contracting in the State of Washington.
- Project Management Professional (PMP) or equivalent certification

Working Conditions:
- Remote and Onsite Work Details:Employees in this role work remotely from a home location with onsite reporting requirements typically weekly. The onsite reporting locations will include West Point Treatment Plant 1400 Discovery Park Blvd. Seattle South Treatment Plant 1200 Monster Road S.W. Renton Brightwater Treatment Plant 22505 State Route 9 S.E. Woodinville. On occasion you will need to work at other King County worksites including the collaboration space at King Street Center (201 S. Jackson St Seattle WA 98104).
- Requirement:Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
- Work Schedule:This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible.
- Union Representation:This position is not represented by a Union.
