Job Description

Summary

The Wastewater Treatment Division (WTD) is looking for a Projects Control Officer (PCO) who is a highly motivated and successful individual who can interact and build partnerships with internal and external groups as well as with King County supporting agencies such as the Council Auditors Office the Department of Finance and the Office of Performance and Budget. This person must have the demonstrated skills to interact day to day with WTD business needs as well as during high visibility events such as budget reviews council-initiated project risk reviews and high-profile project and program performance audits.

About the Role:
The WTD PCO sits within the WTD Directors Office as an independent position that is responsible for serving on a variety of project governance boards and participating in interagency committees and workgroups as well as auditing project and contract files for compliance. In addition the WTD PCO role carries a degree of autonomy and functions in an unbiased critical advisory nature. The WTD PCO serves as liaison for external audits performed by a variety of governmental entities including the State of Washington and County Council auditing and project oversight offices. The WTD PCO also leads internal WTD audits ensuring that capital projects adhere to the established best practices and standard approaches for program and project management. The position also manages procedural changes while promoting the continuous improvement of project management related processes. The WTD PCO must be an excellent communicator and demonstrate the ability to guide project staff in the effective utilization of resources and tools to accomplish their projects and contract administration / management responsibilities. The position oversees analyzes and makes strong compliance recommendations to managers and project implementation teams regarding mandated use of the Countys and Divisions established best project management practices.
