Summary Statement
The Delaware Department of Justice is seeking an experienced and detail-oriented Human Resource Advisor to lead our onboarding and employee integration efforts. This position is responsible for managing the end-to-end onboarding process ensuring that each new hire experiences a smooth informed and welcoming transition into the organization. While recruitment support is part of the role the primary focus is on onboarding and related HR operations.The ideal candidate will be highly organized proactive and committed to delivering an exceptional new hire experience. This role involves close coordination with HR hiring managers IT and Facilities to ensure that all onboarding elementslogistics communication compliance and systems setupare executed efficiently and consistently.
In addition this role provides cross-functional HR support including but not limited to recruitment support leave management (FMLA workers compensation short term disability Paid Parental Leave) benefit administration and ensuring timely payroll entries and leave keeping in eStar. The advisor promotes operational flexibility supports team collaboration and performs other related duties as assigned to meet evolving organizational needs.
Primary Responsibilities
- Review salary matrices to determine appropriate compensation contact selected candidates extend formal offers and manage all offer-related negotiations and communications.
- Lead the onboarding process from offer acceptance through the new hires first 30 days and beyond.
- Serve as the primary point of contact for new hires ensuring all pre-employment and onboarding requirements are completed.
- Coordinate with IT Facilities and hiring managers to ensure readiness for new hire arrival.
- Coordinate and facilitate new hire orientation sessions.
- Ensure technical setup workspace readiness and access to required systems.
- Draft and distribute welcome materials employee handbooks and onboarding schedules.
- Monitor onboarding progress and provide regular updates to hiring managers and HR leadership.
- Align new employees with managers and teams; facilitate introductions and ensure a smooth departmental handoff.
- Solicit feedback from new hires and departmental contacts to continuously improve onboarding practices.
- Enter and maintain accurate employee information in the Payroll Human Resource State Technology (PHRST) system including personal data position and job information compensation benefits enrollment and status changes throughout the employee lifecycle.
- Update and maintain organizational charts and position data.
- Track and log performance reviews disciplinary actions and employee status changes.
- Compile data for EEO reporting and support internal audits or reviews.
- Support and serve as the primary point of contact for processing promotional pay increases career ladder advancements and internal promotions.
Cross functional HR support:
- Support recruitment activities including requisition acceptance job posting and applicant review.
- Assist with employee relations issues and escalate concerns to senior HR staff as appropriate.
- Provide backup support for benefits administration and leave management including FMLA workers compensation Paid Parental Leave and short-term disability.
- Ensure timely and accurate leave tracking and payroll entry in PHRST and eStar.
This position is based in New Castle County and is in-person due to the scope of work. Onsite presence is required to ensure timely communication cross-departmental coordination and hands-on support throughout the onboarding process.
Preferred Qualification
The preferred qualification for this position is familiarity with the Payroll Human Resources Statewide Technology (PHRST) system or a comparable Human Resources Information System (HRIS).

- Provides guidance direction and recommendations to employees management and others based on findings rules regulations policies guidelines and precedents that impact assigned area of human resources.
- Depending on the size of an assigned agency and operations employees perform professional human resource work specializing in one or more human resource functions or perform professional human resource work as a generalist for all human resource functions of one or more assigned agencies.
- Applies explains and ensures compliance with state and federal human resource laws rules regulations standards policies and procedures.
- Analyzes inquiries needs and challenges; assesses organizational impact; evaluates alternatives/options and makes recommendations.
- Explains and supports human resource related actions and recommendations.
- Reports workplace risk management issues to leadership (e.g. safety health).
- Researches collects analyzes and evaluates data and information from a variety of sources and documents findings in narrative and statistical reports.
- Utilizes automated human resources information systems or other computerized systems to research and report on data; may perform quality reviews of data in systems.
- Conducts special assignments and studies.
- Participates in interviews meetings conference calls and/or presentations.
- May calculate resolve discrepancies and report on data for an agencys payroll.
Job Requirements
JOB REQUIREMENTS for HumanResource Advisor III
Applicantsmust have education training and/or experience demonstrating competence ineach of the following areas:
1.Applicants must possess at least one of the following:
Possession of a bachelors degree or higher.
OR
Three years of professionalhuman resource experience.
OR
Two years of professionalhuman resource experience AND a Statewide Human Resource Certification orprofessionalhuman resource certification.
In addition to the aboverequirement applicants must meet all of the job requirements below:
2. Two years experiencein performing professional human resource work in support of a human resourcefunction.
3. Two years experience in providing guidance direction and recommendationsto employees management or others on inquiries and/or challenges.
