Job Description
Salary range is $93k to $185k with a midpoint of $139k. New hires typically receive between minimum and midpoint however we may go slightly higher based on experience internal equity and market.

GENERAL PURPOSE:
Plans develops implements and manages the functions activities and processes of the Industrial Hygiene (IH) program for the Agency to ensure that it is effective in practice and in alignment with Safety Management Systems (SMS) principles; interfaces regularly and coordinates with IH staff and other staff; reviews processes programs and procedures for accuracy effectiveness and regulatory compliance; oversees the agencys Safety Risk Management process for industrial hygiene hazards; coordinates assigned activities with other programs Departments/Offices and outside agencies; leads and mentors direct report staff; manages the response to employee safety accidents and incidents involving industrial hygiene programs; manages the development and distribution of employee safety-related information; leads IH staff in providing safety support.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional position-specific duties.
- Plans directs coordinates and reviews the work of assigned IH staff; assigns work activities and coordinates resources schedules projects and programs; reviews and evaluates the work of team members and provides constructive feedback; coaches trains develops and motivates staff and makes effective suggestions and recommendations.
- Develops and fosters strong working relationships with staff agency departments consultants operations contractors and state and federal agencies.
- Oversees the agencys Safety Risk Management process for industrial hygiene safety hazards; manages IH staff-assigned facility safety inspections and assessments documented in the hazard management system to ensure hazard accuracy mitigation effectiveness and regulatory compliance; provides oversight for the completion of routine documented facility safety inspections to identify and track hazards generate compliance data and provide recommendations to stakeholders for continuous improvement.
- Coordinates with Safety division leadership to oversee day to day safety activities; interacts with other department/division personnel on behalf of the Safety division; collaborates with all stakeholders to promote a positive safety culture in alignment with established SMS principles.
- Advises IH staff in the development and presentation of employee safety-related information including training materials daily safety messages and published agency safety articles/topics.
- Responsible for partnering with Sound Transit operating contractors on monitoring compliance and corrective actions as needed.
- Provides oversight on the reporting and tracking of industrial hygiene safety data (key performance indicators) in order to identify and share ongoing safety performance towards established agency and department/division goals; analyzes safety data and reports for trends that may add value to the business.
- Oversees the development evaluation updating implementation and review of industrial hygiene safety programs and trainings to ensure regulatory compliance and adherence to Agency policies and procedures.
- Participates in the development and administration of the assigned division annual budget; participates in the forecast of funds needed for staffing equipment materials and supplies; ensures that project(s) expenditures and cost estimates are adequately documented and monitored to their completion; reviews and approves expenditures; and implements adjustments as needed.
- Provides support to the Agency; participates on a variety of committees; prepares and presents reports and other necessary correspondence; attends and participates in professional organization meetings; maintains awareness of new trends and developments in the fields of industrial hygiene ensures processes policies and practices are interpreted and applied consistently and effectively across the Sound Transit system; ensures accountability and compliance with all current and applicable state and federal laws Agency policies and procedures rules and regulations.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelors degree in Industrial Hygiene Occupational Health and Safety Environmental Health or related field; Five years of experience in industrial hygiene practice and program management in a medium to large organization; Or an equivalent combination of education and experience. Three years of leadership budgetary planning and workforce management experience.
Required Licenses or Certifications:
- Certified Industrial Hygienist (CIH).
- Valid state drivers license. Position is responsible transporting equipment to warehouses capital projects and construction offices for IH inspections including large/heavy testing equipment.
Preferred Licenses or Certifications:
- Certified Safety Professional (CSP).
Required Knowledge and Skills:
- Principles of industrial hygiene practice and occupational health and safety program management.
- Use of industrial hygiene equipment for monitoring chemical biological physical and ergonomic exposures and knowledge of standard methods for conducting these evaluations.
- Methods and techniques of developing and conducting safety program training sessions.
- Pertinent federal state and local laws codes and regulations related to industrial hygiene and occupational health and safety.
- Methods and techniques used in the performance of safety duties and responsibilities.
- Methods and techniques of hazard management including anticipation recognition evaluation and control of chemical biological physical and ergonomic risks.
- Recent developments current literature and information related to industrial hygiene best practices and regulations.
- Modern office procedures methods and equipment including computers and computer applications such as word processing spreadsheets and statistical databases.
- Principles of team leadership including training principles and practices.
- Developing collaborative relationships for problem solving.
- Driving an Agency safety culture that ensures the health and safety of employees regardless of job or task.
- Establishing and maintaining effective working relationships with a diverse group of stakeholders including technical administrative operational and regulatory agency staff.
- Interpreting and administering policies and procedures sufficient to administer discuss resolve and explain them to staff and other constituencies.
- Applying principles and practices of industrial hygiene and health and safety.
- Understanding technical and/or industry concepts of safety management.
- Overseeing the performance of a variety of industrial hygiene and occupational health and safety duties.
- Public speaking and in developing and delivering presentations and presenting ideas and concepts orally and in writing.
- Monitoring safety program performance and recommend adjustments.
- Evaluating operational area safety requirements.
- Responding to inquiries and in effective oral and written communication.
Preferred Knowledge and Skills:
- Developing and conducting safety training programs.
- Identifying safety training needs.
- Knowledge in Environmental Protection Agency (EPA) regulations like the Clean Air Act Clean Water Act Resource Conservation and Recovery Act (RCRA) Comprehensive Environmental Response Compensation and Liability Act (CERCLA) Toxic Substances Control Act (TSCA) and Federal Insecticide Fungicide and Rodenticide Act (FIFRA).
Physical Demands / Work Environment:
- Work is performed in a hybrid office and field environment.
- Positions working in field may occasionally be exposed to dangerous machinery extreme weather conditions physical harm hazardous chemicals and/or extreme noise.
- Position is responsible for IH inspections and assessments; may be subject to climbing crawling eye/hand coordination grasping hearing kneeling pushing pulling reaching repetitive motion sitting standing talking seeing walking and carrying and lifting up to 25 pounds.
