The City of Elk River is seeking candidates for a full-time Multimedia Specialist position. The Multimedia Specialist performs duties related to the operation and maintenance of citywide multimedia systems including live broadcast of meetings and special events creating video content and assisting with event coordination promotional campaigns photography and web editing.
The normal work schedule is Monday through Friday 8:00 am to 4:30 pm. Summer hours are Monday through Thursday 7:30 am to 5:00 pm and Friday 7:30 am to noon. Flexibility is necessary as evening hours are required to live broadcast meetings (approximately 30 hours per month) and record special events. Special events occur both evenings and weekends.

Position SummaryThe Multimedia Specialist supports programs and initiatives of various departments by performing duties related to the operation and maintenance of citywide multimedia systems. This includes live broadcast of meetings and special events and creating video content to market city programs. This position also assists with event coordination promotional campaigns photography and web editing. |
Essential Functions
- Operates a variety of video audio camera and lighting equipment for broadcasting and online distribution of city meetings as well as community meetings.
- Prepares equipment rooms and materials for live broadcasting and audio/video recording of city meetings.
- Creates video agendas with graphics generator.
- Operates cameras during meeting.
- Monitors equipment in the control room and Council Chambers and fixes technical issues.
- Provides customer service to city staff officials and the public by answering questions addressing problems and providing technical guidance for their presentations.
- Works with communications team and a variety of departments to coordinate produce and manage video and multimedia productions for web broadcast and social media use with both internal and external audiences from program concept to final product.
- Performs technical and professional work in the preparation of video production prepares script material storyboards and production plans; supervises film location; performs still photography non-linear editing interviewing sound recording and mixing.
- Performs post-production editing including the incorporation of graphics and effects.
- Works in Adobe Creative Cloud particularly Premier Pro After Effects Illustrator and Photoshop and in Office 365.
- Creates social media graphics and video animations for various media platforms.
- Creates updates and maintains an inventory of photographs to utilize as stock footage for various promotional materials and media platform.
- Operates and captures drone footage to utilize for stock images mapping and video content.
- Updates basic elements of website and media platforms and generates content for the citys employee intranet.
- Creates content for digital signage.
- Ensures graphic consistency and adherence to brand guidelines.
- Maintains records and prepares status reports on programming and other activities.
- Participates in emergency planning and preparation.
- Performs other such duties as are consistent with the tasks of the position and as may be assigned.

Required Knowledge Skills and Abilities
- Skilled in the operation of all types of multimedia production equipment and software applications to include video and digital cameras audio equipment editing equipment recording equipment lighting and related equipment.
- Skilled in Adobe Creative Cloud particularly Premier Pro After Effects Illustrator and Photoshop and in Office 365.
- Skilled in writing and editing that include close attention to proper spelling grammar and use of language.
- Ability to work flexible schedule as needed including evenings weekends and holidays.
- Ability to obtain drone certification.
- Ability to understand and follow ADA requirements and accessibility standards related to this position.
- Ability to lift and carry equipment of light to moderate weight up to 40 pounds.
- Ability to present a positive and professional image of the city to the public.
- Ability to establish and maintain effective working relationships with city staff City Council boards and commissions and the public.
Minimum Qualifications
- Bachelors degree from an accredited college or university with major coursework or degree in multimedia technology/production television and film communication graphic or commercial arts or related field and one year of multimedia experience or four years of a combination of training and/or experience which evidences a comprehensive knowledge of required job duties and expectations.
- Two years of experience using Adobe Creative Cloud particularly Premier Pro After Effects Illustrator and Photoshop.
- Valid drivers license and good driving record.
Preferred Qualifications
- Additional years of multimedia experience.
- Animation and graphic design skills.
- Experience in the operation of government organizations.
- Proficient in Adobe Creative Cloud particularly Premier Pro After Effects Illustrator and Photoshop.
