Position Overview



This recruitment is open until filled and may close or be extended at any time without notice.

DEFINITION:
Performs a wide variety of increasingly difficult and responsible duties in support of one or more of the following areas of activity: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity equity and inclusion; and personnel training.

DISTINGUISHING CHARACTERISTICS:
Performs difficult and advanced journey-level professional administrative analytical and coordination duties in support of human resources functions and programs including recruitment selection evaluation classification compensation job evaluation benefits employee relations and workers compensation; to oversee and coordinate assigned administrative processes procedures and programs; and to provide highly responsible and complex staff assistance to the Human Resources Manager or Department Director.

EXAMPLES OF DUTIES:

The duties listed below are examples of the work typically performed by employees in this class. An employee may perform other related and emergency duties as required. An employee may perform various duties including but not limited to:

  • Develops and implements new or revised programs systems procedures and methods of operation;
  • Prepares and presents written and oral reports relating to various aspects of personnel administration and labor relations;
  • Participates in the collective bargaining process by conducting research; preparing comparability analyses and various reports in support of negotiation and arbitration.
  • Develops compiles and analyzes statistical data and surveys;
  • Conducts various personnel and disciplinary investigations;
  • Develops recommendations for resolution of inquiries and complaints to both the internal organization and external agencies;
  • Research compiles and evaluates job analysis information and test validation data;
  • Develops employment selection examinations performs analysis for validation studies and modifies tests based on analysis;
  • Coordinates schedules and administers a variety of written performance and oral employment examinations including those in the public safety promotional series;
  • Develops classification specifications and conducts special studies audits and projects and makes recommendations;
  • Develops and coordinates outreach recruitment resources and activities;
  • Develops coordinates and conducts training and development programs;
  • Evaluates requests for leave and reasonable accommodations;
  • Administers requests to fill positions employee transfers hiring appointment onboarding and layoff processes; interviews and examines candidates; administers employee discipline.
  • Negotiates resolutions to grievances; investigates complaints of serious employee misconduct and complaints; enforces MOUs to ensure consistent departmental compliance with provisions and acts as a Skelly officer in employee disciplinary hearings.
  • May provide professional and technical support to City-wide management and supervisory personnel regarding employment disciplinary and performance issues and grievance policies and procedures and make recommendations regarding personnel-related issues;
  • May provide professional and technical assistance to City-wide management and supervisory personnel as it relates to interpretation compliance and implementation of state and federal employment laws;
  • May assist in formulating and implementing bargaining strategies and techniques
  • May conduct research in preparation for negotiations fact-finding or grievance arbitration;
  • May assist in negotiations of wages hours and other terms and conditions of employment;
  • May assist active employees with the interpretation and application of CalPERS rules and regulations;
  • May serve as the liaison between the City and CalPERS regarding retirement training counseling and post-retirement follow-up;
  • May coordinate automation projects write specifications work plans and time estimates;
  • Performs other related duties as assigned.
KNOWLEDGE SKILLS AND ABILITIES:
Knowledge of:
  • Applicable federal state and local laws regulations and ordinances;
  • Principles and terminology of employment selection position classification and salary administration;
  • Job analysis and compensation methodology;
  • Principles and practices of effective customer service techniques;
Ability to:
  • Operate a personal computer and business software;
  • Understand and interpret policies and procedures and explain them to others;
  • Collect evaluate and interpret data and make sound recommendations on complex issues;
  • Write clear concise reports and other materials;
  • Communicate effectively both orally and in writing;
  • Use critical judgment in the evaluation of data and the development of plans tests reports and other materials;
  • Establish and maintain working relationships with those encountered in the course of work including various levels of professional managerial administrative and
  • technical personnel.
  • Maintain and administer a complex classification and compensation plan;
  • Analyze problems identify alternative solutions project consequences of proposed actions and implement recommendations in support of goals;
  • Research analyze and evaluate new program techniques methods and procedures; gather display and analyze statistical data;
  • Work cooperatively with other departments City officials and outside agencies;
  • Respond tactfully clearly concisely and appropriately to inquiries from the public City staff or other agencies on sensitive issues in the area of responsibility;
  • Communicate clearly and concisely both orally and in writing;
  • Establish and maintain effective working relationships with those contacted in the course of work.

Duties & Responsibilities

MINIMUM QUALIFICATIONS:

  • Three (3) years of increasingly responsible professional experience in human resources or related experience
  • Bachelors degree from an accredited college or university with major coursework in human resources public administration business administration organizational psychology or a closely related field.
  • A Masters Degree in Human Resources Public Administration Business Administration Organizational Development Industrial Relations or a closely related field may be substituted for one year of the required experience.
  • Must possess and maintain a valid Class C California Drivers License.
DESIRABLE QUALIFICATIONS:
  • PHR IPMA-CP or SHRM-CP certification is desirable.
Note: An equivalent combination of experience education and/or training may substitute for the listed minimum requirements.

Qualifications

This position work is performed in an office environment utilizing modern office equipment and technology and may require sitting for prolonged periods of time using a computer.

Required to sit and stand frequently. Required to walk bend kneel and reach above shoulders. Required to hear and speak in person and via phone frequently. At times required to carry items and set up equipment. Some work outside regular business hours to attend meetings. Attendance at offsite locations locally will be required. The position also requires grasping repetitive hand movement and fine coordination in preparing work products using a computer keyboard. Additionally the position requires near and far vision in reading correspondence and business equipment. The need to lift drag and push files paper and documents weighing up to 25 pounds is also required.
