Summary: Mistick Construction a leading Pittsburgh-based general contractor specializing in wood frame multi-family housing is seeking qualified candidates for a Certified Payroll Officer. We are an award-winning builder providing services in the areas of preconstruction general contracting who specializes in collaborative relationships with our clients. Past projects range from $5 million to over $50 million. Projects include affordable and market rate multi-family residential student housing skilled nursing assisted and independent living.
The Certified Payroll Officer is responsible for ensuring full compliance with federal state and local wage regulations including the Davis-Bacon Act and other prevailing wage laws. This role prepares audits and submits certified payroll reports for public works or government-funded projects while maintaining accurate and organized records for internal use and regulatory inspections. Responsibilities:
Prepare and submit Misticks weekly certified payroll reports (e.g. WH-347 form) in compliance with contract requirements and labor regulations.
Ensure all payrolls adhere to prevailing wage determinations and fringe benefit requirements.
Collect verify and maintain accurate employee timecards wage rates work classifications and jobsite details.
Coordinate with project managers compliance officer and accounting to resolve discrepancies in payroll data.
Maintain detailed and organized records for audits by federal state or local agencies.
Respond to inquiries from auditors project owners or government entities regarding payroll compliance.
Stay current with changes in wage laws labor classifications and certified payroll requirements.
Train relevant staff on certified payroll procedures and compliance expectations.
Support Subcontractors and ensure payrolls are in compliance.
Communicate with internal staff and government authorities.
Job Qualifications:
Education: Associates or bachelors degree in Accounting Business Human Resources or related field (preferred but not required).
Experience: Minimum 3 years of experience in payroll processing with at least 1 year in certified payroll or government contracting.
Certifications: Certified Payroll Professional (CPP) or similar certification is a plus.
Technical Skills: Proficiency in payroll software (e.g. QuickBooks ADP LCPtracker B2G Now or similar) and Microsoft Excel.
Knowledge: Strong understanding of Davis-Bacon Act local prevailing wage laws and public works compliance.
Key Competencies:

Strong organizational and documentation skills.
Ability to interpret wage determinations and labor classifications.
Discretion in handling sensitive payroll and employee data.
Effective communication skills for interacting with internal and external stakeholders.
