Job Description

Position Summary:

This position will be responsible for coordinating permitting and reporting activities for strategic capital projects and assisting operations with permitting and compliance as needed.

Permitting efforts will include but are not limited to: New Source Review air permitting; minor and major Title V modifications; state air construction permitting; Clean Water Act permitting; and local/land use permitting. Emphasis on air permitting is preferred.

The position will also assist with analyzing the applicability of regulatory changes to the companys operations and completing greenhouse emission calculations in accordance with EPA and state authorities as applicable.

Major Accountabilities:

Identify all relevant permitting requirements timelines and costs for Capital Projects and communicate permitting requirements with Project Engineering team.

Work with the Project Stakeholders (Engineering Operations Business Development) team to evaluate project scopes and identify ways to mitigate permitting requirements or timelines.

Ensure all permit applications are submitted and meet Sunocos business needs. Additionally work with local state and federal regulators to negotiate permit conditions.

Manage multiple capital projects along with multiple contractors providing support.

Identify and become familiar with all environmental and operational issues in the permitting process in collaboration with the regional operations groups.

Coordinate meetings with representatives of federal state municipalities fire departments port organizations and other groups to establish permitting requirements.

May attend various training sessions and assist in orienting training assigning and checking the work of other employees.

May serve as a resource to others in the resolution of complex problems and issues.

Budget allocate and accrue resources for the function.

Analyze regulatory changes and emerging environmental policies assessing their potential impact on company operation.

May perform other related duties as assigned.

Position will be based in San Antonio or Dallas and 10% travel is expected.

Specific vision abilities required by this job include close vision color vision peripheral vision depth perception and ability to adjust focus.

Education Requirement:

Bachelors degree or equivalent work experience in lieu of a degree. Bachelors degree in environmental engineering science or related field preferred.

Experience Requirement:

Minimum of 8 years of related industry experience is required.

Excellent communication skills are required to interact with project managers regional operations groups and permitting agencies.

Must have excellent organizational skills and be fluent in Microsoft Office products.

Experience in oil & gas (or other similarly complex industry) with a focus on pipeline and terminal operations is highly desired.

Proficient with air standards such as New Source Performance Standards and Maximum Achievable Control Technology standards.

Proficient with AP-42 emission calculations.

Experience in semi-annual deviation reporting managing source tests leak detection programs Continuous Emission Monitoring Systems and Continuous Parametric Monitoring Systems etc.

Experience in Greenhouse Gas emission calculations and the Greenhouse Gas Reporting Protocols.

Experience with Resource Conservation & Recovery Act compliance and Clean Water Act compliance is preferred.
