This City Administrator Analyst (CAA) position will be in the Sustainability & Resilience Division (SRD) of the City Administrators Office and will report to the Climate Program Manager / Sustainability Director. The SRD works with multiple City Departments as well as with community organizations other public agencies and private sector leaders to ensure robust and fair implementation of Oaklands Equitable Climate Action Plan. This includes ambitious actions in the built environment transportation and mobility urban greening and more to mitigate climate change; as well as community partnerships programing and infrastructure projects to adapt to the impacts of the ongoing climate crisis. Through SRDs leadership Oakland has become a national leader in equitable decarbonization policy. The City has committed to becoming carbon neutral by 2045 and to having a 100% gas-free building sector (including existing buildings) by 2040.

SRD has been leading the Citys participation in the EcoBlock project since 2016. This grant-funded limited-duration CAA will ensure that the lessons of EcoBlock are clarified in a form that will directly support future neighborhood electrification and decarbonization projects. This will include tracking project successes and challenges; authoring written reports guides and online resources for internal and external audiences; working closely with Oaklands Planning Bureau to translate lessons learned from the EcoBlock and from ongoing PG&E-City coordination into specific recommended policies and protocols for City staff and departments including in planning and zoning; working with UC Berkeley researchers project implementers and community leaders to ensure external resources are appropriate and accessible; database development and management; and other related duties as assigned.


This project stands to further the City of Oaklands position as a leader in optimizing an enabling environment for equitable innovative community-led climate action.


We are looking for someone who is:


  • A skilled and compassionate verbal communicator and listener.
  • Skilled at technical and general writing.
  • Experienced in basic zoning and planning practices and principles.
  • Detail-oriented.
  • Results-oriented and time-efficient.
  • Experienced with building electrification policy regulatory frameworks and/or construction.
  • Knowledgeable of Californias electric utility regulatory framework as it affects building electrification and zonal decarbonization.
  • Experienced working within local government agencies.
What you will typically be responsible for:

  • Working closely with Oaklands Planning Bureau to translate lessons learned from the EcoBlock and from ongoing PG&E-City coordination into specific recommended policies and protocols for City staff and departments including in planning and zoning.
  • Tracking project successes and challenges as part of a multi-agency team.
  • Authoring and updating written reports guides and online resources for internal and external audiences.
  • Understanding internal policies and processes including Zoning Plan Check/Review and more and making detailed recommendations for process improvements based on EcoBlock findings and statewide electrification goals and policies.
  • Working with UC Berkeley researchers project implementers and community leaders to ensure external resources are appropriate and accessible.
  • Developing and managing databases.

Minimum Requirements for Application

The following qualifications are guidelines as the appointing authority has broad discretion in filling positions in this classification.

Education:
Bachelors degree from an accredited college or university in public or business administration economics accounting or related field. A Masters degree is desirable.

Experience:
Three years of experience performing progressively responsible administrative work.
