Chief Procurement Officer (CPO)
The Town of Marblehead is seeking a skilled and experienced Chief Procurement Officer (CPO) to oversee and manage all procurement activities across municipal departments. Reporting to the Town Administrator the CPO ensures full compliance with applicable Massachusetts General Laws -including M.G.L. c. 30B M.G.L. c. 149 M.G.L. c. 30 39M and M.G.L. c. 7C 44-58 while promoting efficiency transparency and fiscal responsibility in the Towns purchasing processes.
Key Responsibilities:
- Lead and manage all procurement operations across all Town Departments
- Ensure compliance with MA procurement laws and ethical standards
- Draft review and oversee solicitations including bids (IFBs) Requests for Proposals (RFPs) Requests for Quotes (RFQs) and contracts
- Appoint proposal review committees
- Advertise as required all bids (commbuys central register goods and services newspaper and postings)
- Negotiate with vendors to secure high-quality and cost-effective products and services
- Oversee procurement recordkeeping contract execution and vendor performance evaluation
- Keep the procurement page updated
- Update procurement duty delegation forms with the Office of the State Inspector General
- Develop procurement training materials and mentor employees on the process
- Develop a new filing system and a system for digitizing legacy records
- Oversee Munis workflows for procurement including purchase orders for all purchases threshold-based quote documentation and contract attachments
- Implementing a new OpenGov Procurement system for online and streamlined bidding
Education & Experience:
- Bachelors degree in Business Administration Public Administration or related field
- Minimum of three (3) years of procurement experience with a proven ability to manage multi-departmental purchasing processes
- Certification as a Massachusetts Certified Public Purchasing Official (MCPPO) either current or within the past five years with a willingness to obtain recertification if needed
Key Skills & Knowledge:
- Expert knowledge of Massachusetts procurement laws and bidding requirements
- Strong ability to write clear specifications contracts and technical documentation
- Detail-oriented with excellent organizational analytical and reporting abilities
- Proficient in Microsoft Office Suite including Word Excel and database management tools
- Experience with enterprise software particularly Tyler Munis strongly preferred
- Skilled communicator and interdepartmental collaboration
- Ability to read and interpret plans and technical documents
- Ability to manage multiple priorities and meet critical deadlines
- Experience researching government contracts state contracts (commbuys) and cooperative agreements
