The Homeland Security Grant Unit (HSGU) Program Manager is responsible for the fiscal supervision administrative coordination and program development for operations of the Vermont State Police Homeland Security Grant Programs. Duties include budgetary oversight program development and grant administration. Additional duties involve contact and coordination with high level business and industry representatives other state government agencies and regional and local first response organization. Work is performed under the direction of the HSGU Deputy Director and includes oversight and management of a multimillion-dollar budget.
The Program Manager provides administrative and technical support to the HSGU while overseeing a suite of Homeland Security Grant Programs. This includes developing evaluating and monitoring grant activities to ensure compliance with state and federal guidelines. The role also involves budget management for both the programs and overall Unit. Key responsibilities include interpreting program policies preparing reports for state and federal requirements and coordinating efforts with related agencies and other Department of Public Safety division. The Program Manager works closely with local and state responders to review grant applications and allocate funding in accordance with regulations.
Additionally the Program Manager maintains accurate documentation and reporting to optimize federal funding. They track program data assess impact through written and oral reports and recommend improvements as needed. The role may also involve special projects policy development and serving as the Units representative in meetings studies and committees. Collaboration is a key aspect of this position as the Program Manager works alongside federal and state peers on Homeland Security policies practices operations and training initiatives.
This position Homeland Security Grant Unit Program Manager (Job Requisition #52954) is open to all State employees and external applicants. This is a Limited Service position which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

PUBLIC SAFETY BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position to include Motor Vehicle/Criminal Records Personal History Credit and any additional background check(s).
The Program Manager faces significant pressure from deadlines due to the high volume of grant applications from various stakeholders. Duties are performed largely in an office environment but the person may be required to drive to various locations around the state. Extensive interactions occur with high-ranking public private appointed and elected officials. Work outside normal business hours will be required. A high standard of personal and professional conduct is expected.
Associate degree or higher in business management accounting finance or related field AND one (1) or one or more years of experience in an administrative role which includes accounting or finance responsibilities or related field.
OR
Five (5) or more years of experience in an administrative role which includes accounting or finance responsibilities or related field.
Associates degree or higher in business management accounting or related field.
Experience or education in homeland security or protective services.
Experience with Federal and State grant management.
Must pass a department conducted background check.
Must pass a federal secret clearance to retain employment. This may take longer than the normal (6) month probationary period but employment in this position may be terminated for failure to attain a secret clearance.
