Job Description
Under the general direction of the Assistant Chief Pharmacy Officer of Business Services the Director of Pharmacy Contracting and Procurement independently applies extensive experience in strategic sourcing and business process analysis to lead enterprise-wide pharmacy contracting and procurement initiatives for UCSF Health. This role oversees and directs a complex and distinct pharmacy contracting service including drug pricing agreements pharmacy service contracts and payor agreements. The Director is responsible for contract management and optimization strategies that support the institutions clinical operational and financial goals.

The Director regularly engages in highly complex cross-functional projects where in-depth evaluation of clinical financial and operational factors is essential to optimizing pharmaceutical supply chain performance vendor engagement and contract utilization. Collaborating closely with multidisciplinary teams including finance pharmacy operations and the 340B program team the Director ensures regulatory compliance contract alignment and maximization of value-based drug use strategies. This includes identifying opportunities for cost savings revenue enhancement and improved financial stewardship across the pharmacy enterprise. Additionally the Director works closely with Supply chain experts and leaders internal to UCSF at the UC Office of the President level and with leaders in national organizations to drive value and solutions for national supply chain strategies.

Acting as a key resource for interpreting vendor proposals and assessing financial and contractual risks the Director exercises sound judgment in selecting tools methods and evaluation criteria to drive continuous improvement. The role requires broad healthcare system knowledge deep understanding of pharmaceutical supply chain dynamics and expertise in drug therapy management to support the organizations strategic growth. Alignment with supply chain strategy across UCSF is a key component to the provision of high value care and financial sustainability of the organization. Staying abreast of industry trends regulatory developments and procurement innovations is essential to successfully advancing UCSF Healths contracting and supply chain objectives.

For roles covered by a bargaining unit agreement there will be specific rules about where a new hire would be placed on the range.

  • Doctor of Pharmacy degree (Pharm D) or equivalent training.
  • Must have at least three years of experience as a licensed pharmacist in a hospital pharmacy
    or an equivalent combination of education and experience.
  • Must have at least two (2) years of leadership/management experience or equivalent training
  • Demonstrates subject matter knowledge of pharmaceutical purchasing 340B drug pricing
    program group purchasing organization (GPO) and other pricing agreements and industry
    best practices. Stays updated on pharmacy regulations and developments in
    purchasing/contracting.
  • Knowledge of relevant Pharmacy Department medical center and UC policies and protocols
    including procurement medication storage safety and patient privacy and treatment.
    Knowledge of all pharmacy Federal and State laws and regulations (TJC State Board of
    Pharmacy and CDPH).
  • Demonstrated leadership skills developing and revising policies and procedures training and
    guiding employees on skills to manage the procurement and maintenance of drugs and
    supplies. Motivates and inspires staff to improve quality and services.
  • Demonstrated ability to prioritize effectively to meet deadlines in a complex challenging
    environment.
  • Ability to organize assigned unit operations in an efficient and effective manner. Ability
    to apply policy knowledge to identify productivity inefficiencies and compliance risks.
  • Ability to develop and maintain cooperative working relationships with peers patients
    multidisciplinary team members senior management and assigned staff.
  • Skills to evaluate issues and identify solutions within defined procedures and policies.
    Demonstrated ability to solve problems and suggest solutions through critical thinking process.
  • Ability to listen actively to clinical staff and patients understanding varying viewpoints and
    receiving feedback. Verbal and written communication skills to tactfully articulate reasoning
    behind own opinions and change the thinking of or gain acceptance from others.
  • Ability to perform all commonly applicable functions in clinical documentation applications and
    pharmacy database technology and train others to effectively use applications.


    • Masters degree (MBA MHA MFA or MSHSP).
    • Post graduate year 1 PGY1 In Pharmacy Practice or equivalent experience required.
    • Post graduate year 2 PGY2 in area of specialty practice Pharmacy Administration or
      equivalent experience in specialty area.

    The Department of Pharmaceutical Services provides a full range of services for patients cared for by the Medical Center across the continuum of care as well as its providers and payers.
