Job DescriptionResponsible for leading the financial and business strategy of UCSF Healths pharmacy enterprise. Provides patient-level financial and clinical data analysis to inform operational financial and strategic decision-making. Oversees the development and monitoring of the departments operating pharmaceutical capital and labor budgets including utilization tracking revenue projections cost accounting and service line profitability reporting. Integrates clinical and financial data into decision support systems and drives improvements in business processes revenue integrity and revenue cycle systems. Supports strategic growth through financial modeling and forecasting.
The role also assesses organizational and strategic issues consulting with leaders to identify root causes of performance gaps and implement improvement strategies aligned with institutional goals. Applies organizational development approaches such as strategic planning process redesign and culture change to enhance performance. Analyzes the organizations structure policies systems and data to ensure alignment of financial operations with broader health system objectives.
This position provides benchmarking of pharmacy business operations against healthcare best practices and requires strong leadership and collaboration to align financial planning with pharmacy and system-wide strategies.
The Director is accountable for all fiscal operations of the Department of Pharmaceutical Services including budgeting cost accounting benchmarking revenue cycle revenue integrity and the 340B Program across UCSF Health. Key responsibilities include charge capture reimbursement optimization denial management and compliance with internal policies and external regulations. The role also evaluates the financial viability of new initiatives through cost-benefit analysis and supports 340B Program optimization strategies medication assistance programs and business operations for in-house specialty and retail pharmacies.
Uses advanced organizational development professional concepts to analyze financial and operational performance identifies areas for improvement and implements solutions aligned with institutional goals. This includes leading efforts in strategic forecasting policy development and process redesign to enhance efficiency and effectiveness across the pharmacy enterprise.
The Director works collaboratively with internal departmentsincluding the 340B team Pharmacy Purchasing Informatics & Analytics Finance Revenue Integrity Budget Office Health Plan Strategy and Patient Financial Servicesand maintains strong relationships with UCSF affiliates and the UC Office of the President. They are responsible for leading regular business reviews and ensuring continuous improvement in financial stewardship and strategic alignment.

- Doctor of Pharmacy
- Bachelors degree in related area and / or equivalent experience / training.
- Maintains a broad range of expertise in finance theory and research techniques. Proven ability
to apply management concepts to improve pharmacy finance processes. Proven ability to
reconcile department financial processes and standards with organization goals. Proven ability
to apply internal audit functions to test financial results throughout the Pharmacy Enterprise - Thorough knowledge of pharmacy operations in a health system federal and state regulations
related to pharmaceuticals. - Expertise in professional development fostering leadership capabilities through mentorship and knowledge sharing. Strong strategic skills in collaborating with senior management to set and align organizational objectives drive initiatives and navigate complex challenges.
- Proven ability to set goals and manage the implementation process for initiatives. Highly
adaptive and ability to work well under pressure and meet deadlines. - Demonstrated skills to organize simplify and increase efficiency of pharmacy business unit
processes and procedures while maintaining standards and compliance - Interpersonal skills to maintain professional relationships with peersmultidisciplinary team

incorporate their ideas when appropriate and to promote and develop others. - Strong problem solving skills to evaluate complex or new issues and identify options for

to actively listen and change the thinking of or gain acceptance from others. - Knowledge of pharmacy application information systems. Ability to notice technological
inefficiencies and improve the departments use of pharmacy computer application programs. - This position requires flexibility to orient and work at all UCSF Medical Center locations.
- Experience working in partnership with external affiliates or with joint venture initiatives.

Department DescriptionThe Department of Pharmaceutical Services provides a full range of services for patients cared for by the UCSF Health System as well as its providers and payors. These services include but are not limited to: drug procurement storage and security; safe accurate and timely preparation and distribution of drugs; clinical pharmacy services for patients; development of drug use policies within the UCSF Health System; drug information services for clinicians and patients; and participation in technology assessment and quality assurance programs. The Department encompasses with the Department of Clinical Pharmacy an academic unit within the School of Pharmacy which has primary responsibility for teaching professional courses in the Pharm.D. curriculum research and public service. The Department of Clinical Pharmacy and Department of Pharmaceutical Services share its philosophy of pharmaceutical care.
