Purpose of Job
Under limited supervision supervises assigned team (Automated Residential Transfer Station and Yard Waste) responsible for completing route daily to pick up and transport solid waste materials with delivery to transfer station recycling facility landfill compost site or another approved disposal facility. Operates and maintains light and heavy equipment and machinery.
II. Essential Job Duties
A. Performs supervisory duties.
- Directs the work of assigned team making work assignments and prioritizing work daily provides guidance to assigned staff assigns and evaluates work monitors the status of work in progress and inspects completed work handling employee problems and concerns.
- Participates in the selection of Sanitation and Environmental Services staff; provides or coordinates staff training; trains new team members on safe driving/operating of trucks/equipment daily paperwork City and departmental rules.
- Responsible for approving subordinate personnel vacation sick leave and other time off for section personnel to include overtime.
- Recommends and assists in the implementation of goals and objectives; implements approved policies and procedures.
- Recommends discipline and corrective actions for employees.
- Performs daily assigned work in compliance with applicable city county state and federal codes and laws
- May serve as Operations Manager as assigned in the absence thereof.
B. Supervises solid waste collection transfer station and related activities.
- Oversees completion of route daily to pick up and transport solid waste materials with delivery to transfer station recycling facility landfill compost site or another approved disposal facility.
- Supervises various routine activities at the Transfer Station including:
- Receipt of all City refuse collected by Collections division and various vendors.
- Receipt of and grinding of brush
- Loading of sold waste on trailers for delivery to landfill; coordinates with contractors to ensure sufficient trailers are delivered to remove accumulated solid waste.
- Processing special waste and recyclables.
- Facilities and grounds maintenance.
- Performs duties of Scale Operator and equipment Operators as needed.
- Consults extensively with supervisors Administration as well as other departments regarding solid waste removal throughout the City of Franklin.
- Responsible for communicating and advising citizens and other departments to ensure compliance with applicable city county state and federal codes.
- Ensures team members operate equipment and perform work in a safe and efficient manner; ensures team members wear required Personal Protective Equipment (PPE) as required.
- Operates a variety of equipment and machinery used in department projects and activities which may include a knuckle boom side loader rear loader front-end loader split rear loader lawn care equipment or other type of machinery.
- Creates and updates daily routes maps and reports as assigned; uses routing software to create audit and update daily routes as needed.
- Prepares or completes various forms correspondence reports logs and other documents and reports.
- Assures that general maintenance tasks necessary to keep machinery equipment and tools in operable condition are completed which may include inspecting equipment checking fuel levels replacing fluids greasing equipment washing/cleaning equipment cleaning building and work areas; monitors equipment operations to maintain safety and efficiency; reports faulty equipment.
- Completes monthly fire extinguisher inspections.
- Assists with ordering and maintaining inventory of operating and safety supplies.
- Assists with providing customer service to ensure all inquiries and complaints are handled in a professional and timely manner with consistent results.
- Instructs and trains team members on designated routes and increased production techniques.
- May assist staff with traffic control and other duties to ensure safety.
C. General maintenance and upkeep
- Performs routine upkeep of work facility which may include cleaning restrooms cleaning office sweeping mopping and stocking materials.
- Coordinates the delivery repair and replacement of dumpsters and solid waste containers for customers.
- Maintains Department of Sanitation and Environmental Services grounds by mowing weed eating trimming hedges and other tasks associated with lawn and grounds maintenance.
D. Administrative
- Assigned to Citys Special Events Advisory Team to work closely with and advise Administration on traffic control street closures crowd control clean-up and logistics for the numerous special events festivals races etc. held throughout the City during the year.
- Aids Operations Manager Asst. Director and Director in writing specifications and pricing new equipment.
- Must be proficient in Microsoft Word Microsoft Office Infor (Hansen) Excel and Corporate Purchasing Card Expense Reporting Kronos Trakstar
- Receives various forms reports work orders maps or other documentation reviews completes processes forwards or retains as appropriate.
- Evaluates data and reports to assign staff to meet departmental/operational goals and objectives.
- Analyze reports and data within software systems to improve efficiency in operations and make budget recommendations.
E. Assists with the Maintenance of Operating Procedures and Training
- Recommends changes and enforcement of Standard Operating Procedures (SOP) for the Department of Sanitation and Environmental Services; writes new SOP documents for approval and assists in editing existing transfer station procedures for clarity and needed/required updates/changes.
- Directs and follows through with the identification of training needs to include safety and trucks/equipment cross-training.
- Assists with development and implementation of individual employee development plans.
III. Other Job Duties
Performs other job duties as assigned including:
- Fills in for Operations Manager in special event planning safety training production report and other functions/job tasks directly associated with collection service functions.
- Transports loads and unloads various equipment and materials used in special events and projects as assigned.
- Attends meetings as representatives of the Sanitation and Environmental Services department as needed.
- Attends seminars conferences and training for professional development.
- Performs duties of subordinates in temporary absence of same.
IV. Primary Job Challenges
Primary challenges of this position include prioritizing and effectively managing a team to finish all work as needed including daily collection routes. Daily management of available resources to include personnel trucks and equipment.
V. Equipment Operated
May operate knuckle boom side loader rear loader front-end loader backhoe grinder Air Curtain Destructor wheel loader and other equipment used at removing or transporting solid waste. Computer and other office equipment such as printers and fax machines.
VI. Key Competencies Required
Has considerable knowledge of City Municipal Code sections as applicable to solid waste collection and disposal County State and Federal solid waste laws and safety practices necessary for the performance of duties as it relates to the position. Has extensive knowledge in operating light and heavy job-related equipment. Can determine and decide upon procedures to be implemented in maintaining safety codes and standards. Knows how to determine and ensure the safety of work sites. Is knowledgeable of the language and terminology used within the department.
- Language Skills: Read analyze and interpret general business periodicals professional journals technical procedures or governmental regulations. Write reports business correspondence and procedure manuals Effectively present information and respond to questions from groups of managers customers and the general public.
- Mathematical Skills: Add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals. Ability to compute rate ratio and percent and to draw and interpret bar graphs.
- Reasoning Ability: Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
