The Division of Family and Community Services is seeking to hire a manager to ensure the error status and mandatory state Supplemental Nutrition Assistance Program (SNAP) quality control record meet USDA Food and Nutrition Services quality control policy and procedures by performing and preparing complex second party quality control case reviews. Reviews and interprets SNAP legislation federal rules audit decisions and waivers for impact on Quality Control (QC). Plans and prepares the scope of new QC projects; prepares reviews and interprets SNAP quality control case reviews and projects. Supervises staff that conduct mandatory state SNAP QC reviews. Recommends changes in SNAP policy and/or procedures based on error trends resulting from the case reviews. Travels in performance of duties.
Serves as Manager over the Midstate Downstate Supplemental Nutrition Assistance Program (SNAP) Quality Control (QC) staff and the SNAP case review process.
Serves as a working supervisor.
Reviews and interprets SNAP legislation federal rules audit decisions and waivers for impact on Quality Control.
Serves as liaison between the Bureau/Division and Federal Food and Nutrition Services staff on issues of statutory interpretation.
Travels to participate in meetings with central office and field staff to identify discuss and resolve issues around quality control reviews findings and error trends to develop suggestions and methods for improvement.
Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Requires knowledge skill and mental development equivalent to completion of four (4) years of college.
Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a health or human services organization.
Of the three (3) years progressively responsible administrative experience requires three (3) years professional experience managing planning organizing executing controlling and evaluating supplemental nutrition assistance programs two of which should be conducting full scope case reviews and/or second party case reviews.
Three (3) years professional experience managing planning organizing executing controlling and evaluating supplemental nutrition assistance programs two of which should be conducting full scope case reviews and/or second party case reviews.
Two (2) years of experience interpreting supplemental nutrition assistance program state and federal policies and regulations quality control review findings and statistical information.
Two (2) years of professional experience in a position that handles nutrition assistance policy casework practices and eligibility or quality control for a supplemental nutrition assistance program.
Two (2) years of professional experience implementing USDA Food and Nutrition Services federal regulations such as those specified in the FNS 310 Handbook.
Two (2) years of professional experience utilizing an integrated eligibility system in the administration of a supplemental nutrition assistance program.
Requires ability to travel in the performance of duties with overnight stays as appropriate.
Requires basic proficiency sorting filtering and tracking information in a spreadsheet such as Microsoft Excel.
Requires basic proficiency in creating modifying and presenting visual presentations to effectively communicate information utilizing software such as Microsoft PowerPoint.
