The CCO ensures fiscal accountability program integrity and regulatory compliance across all clinical service areas. This role collaborates extensively with internal leaders and external partners to drive system innovation policy development and continuous quality improvement in alignment with DHBs strategic priorities.
The Division of Health Benefits (DHB) within NCDHHS is committed to advancing innovative solutions that improve health promote well-being and foster independence for all North Carolinians. DHB manages and oversees North Carolina Medicaid and other programs that provide access to services and supports for parents children seniors people with intellectual / developmental disabilities and behavioral health substance use and traumatic brain injury disorders. With a budget over $27 billion in state and federal funds per fiscal year DHB ensures that more than 108000 enrolled providers are reimbursed for delivering covered services to 3.1 million beneficiaries.

Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following:
Demonstrated ability to communicate effectively and professionally with internal and external stakeholders across varied roles and organizational levels.
Strong analytical and critical thinking skills with a proven ability to address complex high-profile and sensitive issues using sound judgment and discretion.
Proven capacity to prioritize multiple assignments organize complex tasks and break large-scale projects into clear actionable milestones and deliverables.
Experience conducting budget and program analysis to evaluate operational performance identify trends and inform data-driven decision-making.
Comprehensive knowledge of health insurance programs policy operations and provider contracting processes with a focus on compliance and performance improvement.
Demonstrated experience in strategic planning program implementation and management of public sector or health-related initiatives.
Proven success in leading or contributing to continuous quality improvement (CQI) efforts especially those aligned with health system transformation or service delivery.
High proficiency with Microsoft Office Suite including Excel (for data analysis) PowerPoint (for executive presentations) and Word (for document development).
Prior experience working within the North Carolina Division of Health Benefits (NC Medicaid) with demonstrated familiarity with its organizational structure mission and program operations.
Knowledge of current NC Medicaid programs with a strong preference for experience in quality improvement care management or related clinical program areas.
