**Position is Exempt from the State Human Resources Act - G.S. 126**

The Chief Clinical Officer (CCO) provides executive leadership for six clinical Medicaid business units with a combined annual budget exceeding $5 billion including more than $4 billion attributed to two primary divisions. The CCO is responsible for the oversight and strategic direction of all Medicaid clinical programs services and waivers ensuring the delivery of high-quality person-centered care to beneficiaries across North Carolina.

Position directly manages over 106 full-time state employees and coordinates the activities of various temporary clinical staff to meet operational and policy goals. The CCO plays a critical role in advancing the Departments mission by guiding the design implementation and evaluation of clinical programs that serve vulnerable populations.

In addition to overseeing internal operations the CCO represents the Division on multiple high-profile committees and cross-sector workgroups and various DHB stakeholder engagements.


The CCO ensures fiscal accountability program integrity and regulatory compliance across all clinical service areas. This role collaborates extensively with internal leaders and external partners to drive system innovation policy development and continuous quality improvement in alignment with DHBs strategic priorities.

Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following:

Management preference will be given to candidates with:
  • High proficiency with Microsoft Office Suite including Excel (for data analysis) PowerPoint (for executive presentations) and Word (for document development).

  • Prior experience working within the North Carolina Division of Health Benefits (NC Medicaid) with demonstrated familiarity with its organizational structure mission and program operations.

  • Knowledge of current NC Medicaid programs with a strong preference for experience in quality improvement care management or related clinical program areas.

  • A clinical background (e.g. nursing medicine behavioral health or allied health) is strongly preferred to support effective oversight of complex Medicaid clinical services.

Minimum Education and Experience Requirements

Masters degree in a discipline relative to the program business or public administration from an appropriately accredited institution and seven years of managerial or supervisory experience in a closely related programmatic area;
OR
Bachelors degree as indicated above from an appropriately accredited institution and nine years of experience in a closely related program eight of which must be managerial or supervisory experience in a closely related programmatic area;
OR
an equivalent combination of education and experience.
