Job Description:
The Nebraska Department of Health and Human Services Operations (DHHS) is seeking a strong Project and Portfolio Leader to join the Information Systems and Technology (IS&T) department.
This Manager position will report to the DHHS CIO and is the Senior Leader overseeing the DHHS Project and Portfolio Management Office (PPMO) ensuring strategic alignment of projects with agency and division goals. This role leads the development implementation and management of DHHS enterprise project governance project management standards and portfolio performance reporting. The PPMO Manager plays a key role in promoting transparency fiscal accountability and successful delivery of IT projects that support the mission of delivering high-quality health and human services.
Salary for this position begins $110000. Anticipated starting range around $125000 - $150000 commensurate with education and experience if approved.
Job Duties:
- Manage and direct all aspects of the DHHS Project and Portfolio Management Office.
- Contribute as a Senior Leader by developing and executing long-range strategic plans and roadmaps schedules and priorities on projects according to the agencys direction and priorities.
- Collaborate with executive leadership business units stakeholders and external partners (vendors federal agencies) to ensure alignment between technology solutions and business objectives.
- Provide oversight of the agency portfolio which includes monitoring scope schedule budgets and risks on 40 projects across all DHHS.
- Ensure the application of project governance frameworks and adherence to standard project management methodologies (e.g. PMI Agile hybrid models) policies and best practices.
- Provide leadership and guidance to portfolio managers project managers and change management specialists that manage a large portfolio of projects which minimally include scope project plans schedule budget risks and performance metrics.
- Coordinate and support IT vendor relationships for projects monitor conformance to contracts and ensure the deliverables are met and proper risk is elevated.
- Ensures performance of ongoing projects and initiatives by providing insights and metrics into performance gaps and areas for improvement as well as impacts to other projects within the agency.
- Oversight on risk assessments for projects proactively identifying potential issues and creating mitigation strategies to ensure continuity and project success.
- Oversee development and organization of employees and project teams to ensure staff have proper combinations of knowledge and skills.
- Prepare presentations to an Executive Level Project Review Committee including project reports with project performance return on investment and resource utilization.
- Performs personnel functions including hiring performance evaluation and disciplinary procedures.
Requirements / Qualifications:
Minimum Qualifications: Bachelors degree or equivalent in Information Technology Computer Science Public Administration Business Administration Project Management or related field (Masters preferred) and three years of extensive experience in project and portfolio management including leadership of large-scale cross-functional teams. Experience can be substituted for the required education on a year-for-year basis where two years of this experience will be as a project manager or portfolio manager.
Preferred Qualifications: 5 years of progressive experience in Portfolio and Project Management; Demonstrated experience managing multimillion-dollar IT portfolios and mission-critical programs; Experience with Public Sector and Health and Human Services programs is a plus but not required.
Knowledge Skills and Abilities
Candidates must be service oriented have strong interpersonal leadership and analytical skills that include working directly with vendors stakeholders state business and technical staff to determine projects have the necessary technical solutions for the business need. Candidates must have strong communication organization and planning problem-solving and decision-making skills.
Knowledge:
- High level knowledge of the Project Lifecycle with emphasis on initiation and execution.
- Deep understanding of portfolio and project management methodologies (e.g. PMBOK Agile Waterfall hybrid); IT governance frameworks risk management strategies and best practices.
- High level knowledge of applicable state and federal regulations including CMS HIPAA APD requirements and IT project oversight frameworks.
- High level knowledge of planning budgeting cost-benefit analysis and financial reporting for IT portfolios and projects.
- Skilled in applying strategic communication and conflict resolution to build consensus foster collaboration and influence at all levels of the organization.
- Adept at balancing competing priorities and driving change in a diplomatic culturally sensitive and ethically sound manner.
- Understands the business strategic plans and how to align IT or other solutions with business objectives.
- Knowledge of change management strategies for guiding organizations through large IT transformations
- Prepare formal written reports and correspondence and present to executive level staff.

- Excellent verbal and written communication skills with the ability to communicate technical and strategic information to diverse stakeholders including executives vendors and end users.
- Skills developing and implementing portfolio strategies that align IT investments with organizational goals and public policy priorities.

- Strong leadership coaching and mentoring skills with the ability to build and retain high-performing project and portfolio teams.

- Ability to lead and mentor professional Portfolio Managers Project Managers and Specialists.
- Ability to work directly and establish effective working relationships with various levels of business and technical team members.
- Ability to proactively identify assess and escalate project and portfolio risks with clarity and urgency ensuring the right issues reach the right stakeholders at the right time.
- Ability to manage competing priorities and complex stakeholder environments.
- Ability to respond under pressure to demanding workload and timeframes.
- Ability to design scale and lead a strategic-level Project and Portfolio Management Office that supports enterprise initiatives across multiple program areas.
- Ability to work collaboratively with diverse program areas leadership and policy makers to ensure alignment and support for enterprise initiatives.
- Ability to deliver results under pressure: meet deadlines manage competing priorities and lead through ambiguity in high-stakes environments.
- Ability to communicate and provide portfolio and project insights to executive-level reporting.
