Inspects residential real property and records technical details of property to update and maintain departmental property records following established guidelines as defined in the Maryland Assessments Procedures Manual.
Prepares and conducts appeal hearings at the Supervisor Property Tax Assessment Appeals Board and the Maryland Tax Court levels to defend the Departments estimate of value following procedures described in the Maryland Assessment Procedures Manual.
Records technical data into the Assessment Administrator & Valuation System (AAVS) to maintain and update departmental property records in accordance with Departmental procedures.
Analyzes existing market data and applies standard appraisal techniques to determine the value of land or buildings in accordance with the Annotated Code of Maryland Tax Property Article and the Maryland Assessments Procedures Manual.
Interviews property owners by telephone and in person to gather and verify assessment related information following established procedures.
Inspect new residential construction and records technical details of property for the purpose of adding new improvements to the assessment rolls following established procedures.
Determines current and base full cash values for residential new construction following established procedures using the AAVS and other property valuation tools.
Provides assessment related information to the general public to explain assessment valuation techniques departmental and local office policies and legal mandates regarding property valuation.
Experience:Four years of appraisal experience involving the valuation of real property.
Note:Candidates may substitute the possession of a Bachelors degree from an accredited college or university for the required experience.
1. Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
2. Upon appointment to positions employees in this classificationthat possess a real estate broker or sales license or a license to sell insurance will be required to put the license in an Inactive status.
3. Employees in this classification are prohibited from participating in any outside activity including private appraisals which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.
