Position Overview
As a Firearms Eligibility Analyst I in the Public Safety Services-Firearms Bureau within the Division of Justice Services under immediate supervisionActs as a call-taker receiving and responding to questions from Firearm Transfer Inquiry Program (FTIP) and Firearms Owner Identification (FOID) applicants card holders the general public law enforcement entities Federal Firearms License (FFLs) and attorneys concerning firearm eligibility and clarifying state and federal firearm statutes. Serves as a state of Illinois Point of contact representative for the National Instant Criminal Background Check System (NICS) and FFLs. Enters information into a database to create or update case files and requests archived files form the State Records and researches firearm purchasers criminal history using Law Enforcement Agencies Data System (LEADS) Criminal History Record Information (CHRI) Interstate Identification Index (III) National Crime Information Center (NCIC) National Instant Criminal Background Check System (NICS) to evaluate a subjects eligibility to acquire or possess firearms and makes decisions as to whether firearm may be released to the purchaser. Approves or denies the transfer requests and notifies the dealer of the outcome. Assesses criminal histories and research various state and federal statutes to determine the classification of criminal charges. Answers inbound phone calls and makes outbound phone calls to FFLs. Responds to email inquiries from FFLs. Emails FFLs regarding documentation received.

Essential Functions
- Performs Firearm eligibility analysis in accordance with state and federal firearm regulations to identify persons who are not qualified to acquire or possess firearms.
- Assists FFLs (Federal Firearm License) with FTIP and Firearms Dealer License Certification (FDLC) matters.
- Contacts external entities such as state and local police agencies the Federal Bureau of Investigation NICS State Support Team Bureau of Alcohol Tobacco Firearms and Explosives (BATFE) and circuit courts to research open arrests dispositions probations and confidentialdischarges.
- Based on comprehensive research independently makes decision to approve deny or revoke FDLCs.
- Provides guidance and assistance to Firearms Eligibility Analyst Trainees and other less experienced staff in the processing of firearms transactions.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires successful completion of the Firearms Eligibility Analyst Trainee program.
- Requires continuous and current Law Enforcement Agencies Data System (LEADS) Less Than Full Access Certification. Failure to maintain continuous and current Law Enforcement Agencies Data System (LEADS) Less Than Full Access Certification or other such required certifications may lead to disciplinary action.
Preferred Qualifications
- Prefers Six (6) to twelve (12) months experience reviewing federal statutes regarding FOID card and CCL eligibility.
- Prefers one (1) year experience of federal state and municipal laws related to and associated with FOID card and CCL processes.
- Prefers One (1) year experience using databases to research criminal histories.
- Prefers One (1) year experience operating a personal computer and utilizing relevant software.
- Prefers One (1) year experience utilizing various methods and techniques to research criminal and mental health histories.
- Prefers One (1) year experience interpreting and communicating statutory requirements and associatedrules regulations and procedures regarding FOID card and CCL eligibility.
- Prefers One (1) year experience analyzing and comparing information and drawing valid conclusions.
- Prefers One (1) year experience exercising discretion judgment and confidentiality.
- Prefers One (1) year experience communicating clearly and concisely both orally and in writing.
Condition of Employment
- Requires ability to pass the Illinois State Police background check.
- Requires the ability to pass drug testing.
- Required to be fingerprinted.
