The Opportunity

WSDOT is eager to hire an experienced Planning Manager in our North Central Region. The Region Planning Manager is accountable for directing developing and delivering all programs and services related to transportation planning activities for the Washington State Department of Transportation (WSDOT) in the North Central Region (NCR). What to Expect

Among the varied range of responsibilities held within this role the Region Planning Manager will:

  • Manage and collaboratively produce priority Connecting Washington corridor plans sketches and transportation demand management (TDM) strategies.
  • Lead planning communications with respective jurisdictions tribes and agencies that inform programming decisions to improve system performance.
  • Work with Metropolitan Planning Organizations (MPO) and Regional Transportation Planning Organizations (RTPO) to develop multimodal plans for their designated region-wide planning areas.
  • Work with tribes and local governments to represent WSDOTs interests as the asset manager of key segments of a statewide transportation network.
  • Review and provide updates to local comprehensive plans and federally required long-range statewide plans.
  • Participate in the development of various statewide plans including the Washington Transportation Plan Freight Plan Human Services Plan and Bike/Pedestrian Plans.
  • Responsible for working extensively with executive management and representing WSDOT by providing immediate responses and decisions in public settings project open houses public hearings MPOs RTPOs meetings community planning groups local agency meetings and meetings with land developers.
  • Responsible for identifying developing and fostering unique transportation planning partnerships with local agencies tribes regulatory agencies special interest groups and private parties in a manner that service the interest of the state transportation system.
  • Communicate the states position of various transportation-related issues with management of local jurisdictions tribes agencies business communities community groups and private citizens.
  • Directs the NCR Planning Office establishing coordinated and strategic direction and leadership in the development and implementation of the following relevant timely accurate collaborative and forward-focused products that are also used to inform performance-based corridor investments.
  • Prepares coordinates and integrates statewide transportation plans with local and regional transportation efforts required under the Growth Management Act (GMA). Facilitates local regional and public support of statewide transportation plans through WSDOT public involvement efforts.


Qualifications

To be considered for this opportunity the following are required:

  • Seven (7) years of professional transportation planning experience involving analysis and evaluation of transportation.

OR

  • Two (2) years of experience as Associate Planner/Transportation Planning Specialist 5 or above or equivalent role at public agency non-governmental organization or private consulting firm. Note: An advanced degree in transportation planning or related field may substitute for one year of experience.
  • Strong command of strategic planning focused on sustainable and long-term performance and operation of the regions transportation system including strong command in the federal and state legislative process laws and regulation public administration processes strategic prioritization and performance measurements particularly related to transportation planning project definition programming design and construction at the national regional state and local levels.
  • Knowledge in management leadership planning principles public administration and urban regional tribal and state planning laws and regulations including the GMA environmental and highway design laws and regulations requirements and initiatives performance measurement unified planning requirements project development and delivery the legislative process and protocols personnel administration merit system rules regulations and policies government-to-government relations the Governors and Secretarys transportation and regional priorities policymaking processes and political environments.
  • Management leadership and strategic planning principles that empower and support a diverse staff and collaboration with and among various entities (including tribes local agencies MPO/RTPOs the private sector and the public)


It is preferred that qualified candidates also have:

  • A degree in planning public administration engineering or equivalent.
  • Certified Transportation Planner (CTP) by the American Institute of Certified Planners (AICP) or Professional Transportation Planner (PTP) by the Institute of Transportation Engineers (ITE).
