JOB DESCRIPTION

Position Title: Manager of Independent Living Programs

Employment Classification: Full Time / Salary / Exempt

Reports to: Director of Support Services

Department: Programs


Program Summary: The ILP and H-ILP programs support youth and young adults (16-28) as they work toward interdependency and stabilize their lives. ILP focuses on individuals transitioning from foster care offering resources skill-building and coaching on education employment housing financial responsibility and health. H-ILP extends these supports to young adults with housing vouchers helping them secure stabilize and maintain their housing. Both programs provide individualized support and workshops to empower participants in achieving self-sufficiency and long-term stability.


Position Summary: The Manager of Independent Living Programs is responsible for overseeing the daily operations and service quality of the ILP and H-ILP programs. This role involves leading a multidisciplinary team supporting trauma-informed coaching practices monitoring program performance and ensuring alignment with funder expectations and organizational values. The manager also works closely with community partners supports budget oversight and provides direct supervision coaching and crisis support as needed.

Requirements

Major Areas of Responsibility:

  • Manage and oversee the daily operations of both ILP and H-ILP programs ensuring that program goals are met and services are delivered effectively.
  • Lead and support staff including recruiting hiring training and retaining a knowledgeable team that can address the unique challenges faced by Transitional Age Youth (TAY).
  • Implement supervisory strategies for effective management of group dynamics including problem-solving decision-making prioritizing delegating reporting and motivating staff.
  • Ensure program alignment with the organizations strategic priorities driving innovation and continuous improvement in program delivery.
  • Manage multiple programs and competing priorities ensuring that resources are allocated effectively and operational objectives are met.
  • Develop update and implement program policies and procedures ensuring that staff are knowledgeable of and adhere to these guidelines across all program sites.
  • Demonstrate change management and organizational agility adapting to new challenges and opportunities within the program environment.
  • Provide crisis management and resource deployment as needed to support staff and program participants in emergency situations.
  • Supervise and guide the development of grants and contracts ensuring compliance and effective execution of service deliverables.
  • Collaborate with community partners and maintain relationships with stakeholders to expand the programs referral and resource base.
  • Monitor and report on program performance ensuring accurate data collection and adherence to government contract compliance.
  • Lead effective program meetings and provide individual and group supervision to ensure team alignment and professional development.
  • Exhibit independence decisiveness and responsibility in managing the programs operations taking initiative to resolve issues as they arise.


Knowledge Skill and Experience Requirements:

  • Graduate of an Accredited Masters Program in the human services field preferred. Bachelors degree in the human service field and 8-10 years of related work experience required.
  • At least 5 years of progressively responsible experience in the human services field higher education or related areas particularly with homeless transitional age youth current and former foster youth or counseling.
  • Minimum of 2 years of experience working with Transitional Age Youth (TAY) including supervisory responsibilities and managing program budgets contracts and grants.
  • Proven leadership and organizational skills with the ability to manage multiple programs staff and competing priorities effectively.
  • Experience in crisis management including the ability to deploy resources and ensure the safety of participants and staff.
  • Strong communication skills comfortable with public speaking and presenting to various audiences.
  • Ability to write and implement program policies and procedures ensuring alignment with organizational goals and contract compliance.
  • Proficient in change management demonstrating the ability to drive innovation and achieve program objectives.
  • Maintain a flexible schedule with availability for after-hours and emergency situations as needed.
  • Possess a valid California drivers license and proof of automobile insurance. Position requires DMV clearance.
  • Pre-employment screenings include criminal background check FBI/DOJ fingerprinting TB test drug screen and previous employment verification.

Working Environment/Physical Requirements:

  • Position may require use of personal vehicle. Physical requirements include standing sitting typing bending and lifting up to approximately 25 lbs. (i.e. tables chairs food water etc.).
  • Modification to work schedule may be made based on needs of the Foundation.
