AECOM is seeking a Mitigation and Conservation Planning Manager for one of our offices in Sacramento CA.
SUMMARY
The role serves under the general direction of the Director of Environmental Services and collaborates closely with teams across the Environmental Services Branch of the California High-Speed Rail Program. This role is responsible for overseeing the development coordination and implementation of mitigation and conservation strategies to ensure compliance with environmental regulations and commitments. The manager provides leadership in planning efforts supports interagency coordination and ensures that environmental goals are integrated into project development and execution.
JOB RESPONSIBILITIES
- Evaluates environmental commitments to assess unmet compensatory mitigation needs related to biological aquatic and air quality resources.
- Identifies and evaluates opportunities to advance on- and off-site conservation easements mitigation banks in-lieu fee programs credits or other tools to meet program compensatory mitigation requirements. This may include assessing established mitigation banking opportunities and conducting detailed evaluations of prospectuses and technical documentation.
- Prepares and secures approval for off-site mitigation projects including site evaluation to support property acquisition; coordination with design consultants; collaboration with Environmental Services staff to obtain environmental clearances; and coordination with federal state and local regulatory agencies to secure permits and approvals.
- Manages documentation related to mitigation compliance.
- Coordinates with staff across multiple branches to ensure consistency with program activities plans goals and policies.
- Reviews environmental documents for alignment with planned activities.
- Identifies gaps in CEQA/NEPA and permit coverage and recommends corrective actions as needed.
- Schedules and leads regular coordination meetings to ensure effective communication and support for program objectives.
Preferred Requirements:
- Masters degree in environmental planning environmental sciences biology geography or a closely related field
- Bachelors degree in environmental planning environmental sciences biology geography or a closely related field or equivalent experience and 10 years of experience supporting or developing mitigation solutions for projects in California preferably in the Central Valley
- Knowledge of the Clean Water Act: Section 401 (Water Quality Certification) Section 402 (NPDES); Section 404 (Dredge/Fill). Experience dealing with the State Water resources Control Board (SWRCB) Regional Water Control Boards (RWQCBs) and the United States Army Corps of Engineers (USACE)
- California Department of Fish and Wildlife (CDFW Section 1602 and Section 2081 of the Fish and Game Code for the California Department of Fish and Wildlife.)
- Knowledge of the United States Fish & Wildlife Service (USFWS Section 7); US National Oceanic and Atmospheric Administration) /National Marine Fisheries Service (NOAA/NMFS) regulations and agency coordination.
- Knowledge of the Federal (National Environmental Policy Act NEPA) and state (California Environmental Quality Act CEQA) environmental law and processes as well as other relevant state and federal laws and regulations.

- BA/BS 8 years of experience or demonstrated equivalency of experience and/or education
