Job Description

Position Information

Ensuring Clean Streets One Inspection at a Time

The Department of Environmental Services (ENV) Refuse Collection & Disposal Division located at Kapolei Hale is seeking a Refuse Inspector I. Work schedule is Monday - Friday 6:00 AM - 2:30 PM. Under close and immediate supervision this position:
  • Conducts inspections audits and investigations of refuse collection routes illegal dump sites chronic bulky set-out areas and disposal facilities to correct violations of the refuse ordinance and policies;
  • Assists higher level-inspectors in determining the specific violation and completing enforcement actions e.g. advisories citations and correspondence;
  • Responds to public complaints regarding refuse collection service;
  • Drives between multiple collection base yards illegal dump sites and location of service requests to gather evidence to investigate and determine the source of violation(s) or fulfillment of the requirements for additional/adjusted service;
  • Adhere to applicable safety practices rules and procedures and perform all duties safely and appropriately to ensure the safety of self co-workers and the general public;
  • Performs other related duties as required.

Special Work Requirements: May require working night and early morning hours; must be able to work independently. Will serve as Disaster Response Worker during declared civil defense emergencies.

Minimum Qualification Requirements


EDUCATION REQUIREMENT:
Equivalent to graduation from high school. Responsible work experience demonstrating the ability to perform the essential functions of the job may be substituted for education.

EXPERIENCE REQUIREMENT:
Two (2) years of experience involving public contact to include interviewing or other fact-finding activities.

Such experience must have demonstrated knowledge of: investigation inspection and interviewing methods and techniques; functions of various city and state agencies; thorough knowledge of city ordinances rules and regulations governing refuse collection and disposal as well as program operations and practices; principles and practices of public relations. And the ability to: understand interpret and explain ordinances rules and regulations; make sound observations and judgments; collect and analyze field data and evidence; keep accurate records; justify and defend actions; deal tactfully and effectively with other government agencies private and community organizations as well as the public; communicate effectively both orally and in writing; use computer and standard office software.
