Description
Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express as well as the PRESTO fare payment system. We are also building new and improved rapid transit including GO Expansion Light Rail Transit routes and major expansions to Torontos subway system to get people where they need to go better faster and easier. Our Program Contracts department within the Program Management Office of the Capital Projects Group is seeking a Contract Administrator to provide contract planning management and administration services for large scale high profile and complex capital projects undertaken by the Capital Projects Group. Reporting to the Manager or Sr. Manager (as applicable) the Contract Administrator will be responsible for coordinating and managing contract administration activities related to capital projects including construction design engineering/architectural and other professional services etc. in accordance with Metrolinxs policies and departmental processes and procedures.

What will I be doing
  • Reviews interprets and analyses contract requirements tenders and contract documents to ensure that the overall contracting strategy and individual clauses/terms are applied appropriately and consistently to reduce risk and protect the interests of Metrolinx. Ensures required provisions are included in all contract documentation and recommends changes/revisions where omissions/inconsistencies occur.
  • Identifies and advises on the resolution of a range of critical contract issues including contractor performance and monitors contractor adherence to the terms of contractual agreements; enforces contractual obligations and conditions by engaging internal legal representation and providing assistance in negotiations and resolution of matters or enforcement of penalty clauses LiquidatedDamages etc. Escalates complex high-profile issues/matters to the Manager.
  • Responsible for accurate administration of various contract records such as work releases changes variations certificates of payment amendments correspondence notices etc. in the Contract Management System (such as Oracle Unifier). Monitors status of assigned contracts prepares and provides reports to management and project teams as required.
  • Oversees payment process verifies vendors invoices for compliance with contract payment terms release of statutory holdbacks and final payments assesses back charges and other payment related matters.
  • Monitors status of assigned contracts prepares and provides reports to management and project teams as required such as pending changes contingency usage outstanding payments difficult or problematic issues in order to facilitate timely resolution and avoid risk of claims and disputes.
What Skills and Qualifications Do I Need
  • Bachelors degree in a relevant field Construction/Contract/Commercial Law or a related discipline or a combination of education training and experience deemed equivalent.
  • Demonstrated years of experience in the contract management and administration of large multi-billion dollar contractual agreements involving large-scale infrastructure projects that includes direct exposure to or specialized working knowledge of:
    • Contracting principles processes methods practices as well as basic accounting and scheduling
    • Administration of construction contracts and/or engineering/architectural design contractand other technical and professional services contracts
  • Ability to interpret contract law and Ontario legislation (e.g. The Construction Act OPS Directives etc.) Canadian Construction Documents Committee documents bespoke contract documents and legal statutes and proceedings
  • Ability to plan schedule and organize a variety of activities and deal with stressful situations with tight deadlines with a high degree of accuracy.
  • Working knowledge of engineering/construction industry contracting practices policies and procedures.
  • Ability to communicate effectively with various personnel within and outside of the organization including management professional staff project team construction site staff other personnel to discuss clarify and resolve technical/contractual matters financial legal and other concerns.
  • Experience using contract administration systems such Oracle & Unifier
