The Yonge North Subway Extension (YNSE) Project Office is seeking a Manager Agreements to provide subject matter expertise and management oversight of third-party agreements necessary for project delivery. Reporting to the Senior Manager Third-Party Coordination the Manager Agreements will be responsible to manage a Senior Advisor negotiate agreements with senior level counterparts at various municipalities government entities and other third party stakeholders required to enable project construction and operation.
What will I be doing
- Develop and project manage day-to-day agreement activities for the YNSE for various agreements necessary to advance the project.
- Proactively plan for a one-to-three-year horizon for agreements to align with overall delivery schedule and ensure agreements reflect the projects business needs and key agreement terms are consistent.
- Prepares strategies for plans manages coordination and negotiates with municipalities representatives to secure agreements which support the completion of projects.
- Work closely with internal teams including Commercial Legal Operations Project Delivery Teams and Third-Party Coordination team to seek feedback to advance agreements.
- Provides specialist advice on agreements coordination requirements associated with project work to ensure timing and work activities are identified and planned to mitigate adverse impacts to project progression and budgetary impacts; works with PDT to forecast demand for expected agreements.
- Develops risk mitigation strategies to ensure compliance with Metrolinx cost and schedule requirements and to manage Metrolinxs liability throughout the lifecycle of projects. Identifies and closely monitors risks constraints and contingencies associated with functional requirements to avoid or mitigate additional costs penalties and delays. Recommends implements and continuously adjusts mitigation tactics throughout each project phase.
- Manages a Senior Advisor regularly evaluating and providing feedback providing development and growth opportunities.
- Develops key performance indicators to assess and monitor processes and timeliness as well as evaluate strategies. Develops recommendations and action plans to improve processes and modify strategies/plans which will impact outcomes.
- Cultivates and actively manages critical relationships with management/staff across multiple external stakeholder groups together including Ministry of Transportation Infrastructure Ontario municipalities and transit agencies to facilitate the execution of project objectives.
- Demonstrates Metrolinxs values and leadership competencies for others and promotes awareness and demonstration of the values by all staff in day-to-day activities and interactions with others.
What Skills and Qualifications Do I Need
- Experience in progressively more responsible roles within a municipal infrastructure or transportation planning policy development consulting or project management environment with extensive knowledge of agreements and interaction with public sector agencies.
- Negotiating skills to navigate between multiple parties with differing perspectives along with interpersonal skills to develop collaborative internal relationships that facilitate the accomplishment of the Third Party and Agreements groups objectives.
- Collaboration skills to build constructive work relationships (e.g. clients departments team members) to meet mutual goals and objectives set across projects. Acts in a professional and supportive manner to the PDT and to external stakeholders
- Oral/written/presentation skills to present complex and/or new ideas with clarity and simplicity; to liaise with all levels within the organization; to work effectively with specialists across multiple sectors.
- Knowledge of railway and/or subway corridor infrastructure and related construction projects.
- Possesses a thorough understanding of theoretical and practical applications of professional principles; exercises substantial decision making latitude to achieve broad objectives.
- Risk assessment methods to agreements related planning and timelines issues across all projects to avoid punitive (e.g. financial time reputation) damages.
- Political acuity to be aware of issues processes and outcomes as they impact the organizations strategic directions and reputation.
- Knowledge of the Ontario Planning Act Municipal Act Occupational Health and Safety Act and Environmental Assessment Act.
- Communication skills to clearly convey and receive information across project teams in a way that reaches all relevant staff.
- Relationship management to understand the nature of stakeholders business (e.g. Transit Authorities Municipalities) and objectives to effectively communicate/negotiate/influence and identify points of collaboration.
- Possession of a related designation such as Professional Engineer () Registered Professional Planner (RPP) and/or (PMP) would be an asset.
