RQ09425 - Business Analyst - Senior

Responsibilities:

• Coordinate with the Delivery & Eligibility Review Branch (DERB) Senior Manager to ensure business scope and objectives are met
  
• Participate in an agile-based project developing user stories and use cases collaborating design and user feedback sessions
  
• Conduct requirements focus groups with policy/business subject matter experts and stakeholder groups to obtain:
  

• Business requirements
  
• Stakeholder requirements (defining how stakeholders will interact and use the business solutions) and
  
• I&IT solution requirements (functional non-functional and implementation)
  

• Conduct use case review and design walk-through sessions with business stakeholders developers and testers update specifications as required and direct developers in the development of the application
  
• Analyze and document the as-is and to-be business processes/workflows
  
• Work closely with subject matter experts to elicit business and system requirements and business process mapping
  
• Provide business and policy analysis for business requirement development
  
• Analyze business needs and make recommendations for solution requirements and/or process improvements
  
• Document detailed business and/or system requirements create use case model and use case specifications and associated UML diagrams UI storyboard and specifications and non-functional specifications
  
• Update business models including activity diagrams conceptual and logical data models process models sequence diagrams state charts etc.
  
• Conduct form design data analysis workflow analysis and process design for automated and non-automated interfaces
  
• Support the development of I&IT business solutions by validating system design to ensure business requirements are met
  
• Develop and document test suites and test cases to support user acceptance testing
  
• Conduct user acceptance testing and provide guidance and direction for the overall system implementation and rollout
  
• Coordinate production releases
  
• Coordinate and conduct application demos to end-users system partners and other stakeholders
  
• Develop supporting documentation required for the project
  
• Participate in the development and testing of system forms
  
• Work closely with client groups to assess current data analytics and reporting capabilities gather future-state requirements and identify further opportunities for improvement
  
• Work with functional area experts Data Architects ETL Developers Business Analysts Operations and stakeholders to understand complex business issues and develop appropriate Business Intelligence solutions
  
• Own the execution of analytic initiatives including end-to-end reporting and data set delivery
  
• Develop robust statistical models and machine learning algorithms to model business scenarios and extract valid inferences
  
• Communicate complex quantitative analysis in a clear and precise manner providing useful visuals and summaries
  
• Provide interpretation advice and expertise to client groups and other stakeholders including direction on how to transform analytics into actionable information and proactive insights that support decision making
  
• Escalate risks issues and concerns to the DERB Senior Manager

• Demonstrated experience monitoring progress resolving problems and reporting regularly to business and I&IT management decision-maker
  

Skill Set Requirements:

Technical Skills:

• Demonstrated experience in business analysis to support systems development using a rules engine or business process automation platform
  
• Experience developing business models; use case models; conceptual and logical data models; process and data flow models; use case surveys; test cases; business rules definition and non-functional requirements definitions for assigned projects
  
• Demonstrated experience in projects using an agile development methodology
  
• Advanced practical knowledge of presentation/project software Microsoft software with emphasis on Excel Visio Figma and DevOps
  

Business Analysis Skills:

• Demonstrated experience leading and conducting business analysis to assess client s business problems/opportunities and documenting business requirements
  
• Experience conducting policy and business analysis that can be accommodated within existing frameworks and IT solutions to minimize project time/cost implications
  
• Demonstrated experience applying business process transformation and re-engineering concepts to promote business improvements through alternative cost effective service delivery approaches
  
• Demonstrated experience leading and conducting business analysis at varying levels of detail appropriate to the project and phases of project aligning with Enterprise Architecture and Gating Process
  
• Experience developing project approval documents policy approval documents and regulation change materials and other supporting documentation needed for the project
  
• Demonstrated experience documenting requirements for business rule automation and workflow management solutions
  
• Experience developing and providing input to QA system and user acceptance testing strategies plans and scenarios
  
• Knowledge and understanding of policy development and analysis business analysis and data analysis practices
  
• Knowledge of project management principles and methods to plan and conduct initiatives measure pre-determined performance standards and monitor and report on progress
  

Healthcare Experience:

• Demonstrated experience in a health or clinical context
  
• Demonstrated experience supporting stakeholder engagement activities particularly in a healthcare context
  
• Demonstrated experience with the privacy and security requirements of software development in a healthcare or clinical context
  
• Demonstrated experience in claim adjudication or pharmaceutical context
  
• You have demonstrated knowledge of or the ability to learn the ministry/division/branch mandate government direction on integrated health care services health systems partners and service providers to develop processes and recommendations aligned with program delivery
  
• You have demonstrated experience in service and program management program evaluation program change coordination and stakeholder communications
  
• Knowledge of ministry business objectives and operations relevant legislation policies procedures and guidelines to develop recommendations
