The North Carolina State Laboratory of Public Health (NCSLPH) provides a multifaceted array of services including Laboratory Testing Training/Consultation and Certification. The NCSLPH provides more than 125 clinical laboratory tests and more than 65 environmental laboratory tests to the public and private medical health care system in North Carolina. In addition to performing complex laboratory analyses and examinations the NCSLPH publishes a newsletter; provides training and consultation for local health departments hospitals commercial laboratories private health care professionals community-based organizations and State and regional staff from the Division of Public Health and other state and regional agencies; and administers proficiency testing programs. This array of services benefits the general population of North Carolina by enhancing both human and environmental health along with effective disease control and prevention efforts.

The Laboratory Outreach Coordinator works in the Quality Unit. The primary purpose of this position is to provide effective methods of communication and education to external customers and partners and to plan and conduct educational programs to meet organizational training needs within the State Laboratory. This position will also assist with the administration of the State Laboratory public website and ensure adherence to guidelines set forth by the Public Affairs section of the DPH Office of Communications.

The Staff Development Specialist II duties will include but are not limited to:
  • Conducting outreach initiatives with colleges universities reference laboratories and other outside agencies
  • Serving as a liaison to the laboratories external customers and partners using written verbal and electronic methods of communication to convey important laboratory information
  • Assessing training needs of the laboratory and external partners and developing training/education to meet those needs
  • Locating continuing education/professional development opportunities that will expand the knowledge of laboratory staff
  • Consulting with other staff members and partners to stay current on federal and state regulations that impact laboratory practice; and incorporate changes into training material.
  • Developing/leading intern and fellowship opportunities for the laboratory
  • Participation and sponsorship of career fairs and exhibits to showcase the public health workforce
  • Assisting with laboratory website and technical media administration
  • Collaborating with laboratory units and colleagues to promote laboratory professionals week and other team building activities throughout laboratory


About the Division of Public Health and the State Laboratory of Public Health (SLPH):
At the State Laboratory of Public Health (NCSLPH) we provide medical and environmental laboratory services such as testing consultation and training to public and private health provider organizations responsible for the promotion protection and assurance of the health of North Carolina citizens. The NCSLPH serves the entire state as a reference laboratory for difficult unusual or otherwise unavailable laboratory procedures and assists in the development evaluation and standardization of medical and environmental laboratory testing procedures. We provide training and consultation to improve and assure quality services in other laboratories and certify milk and water laboratories and milk analysts.

Management Preferences:
  • Management prefers experience with using web technology to present live meetings and distance learning programs.

Physical Requirements:

  • This position may also require periodic medical screenings to confirm safety practices are effectively preventing occupational injury or illness.

Minimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institution and three years of training development experience in a progressive training or teaching role
