The City of Ventura is seeking an enthusiastic and creative professional to build and lead our City-wide Training and Development program. This role will be responsible not only for coordinating Training and Development programs but also for developing and delivering curriculum that meets the needs of our diverse City departments.

The ideal candidate will be driven to design and deliver learning experiences that are practical and adaptable to the unique needs of employees across various departments and roles.


As the Senior Human Resources Analyst leading the Training & Development program you will have the opportunity to:

  • collaborate with internal partners and subject matter experts to develop deliver and promote upcoming training programming primarily related to human resources topics;

  • record edit and distribute on-demand training content in Workday our Learning Management System;

  • maintain and support technology for virtual hybrid and in-person training;

  • monitor results and evaluate the effectiveness of Training & Development programs recommending improvements to enhance employee performance and engagement; and

  • work with other Human Resources divisions on employee development-related tasks and projects.

The minimum qualifications include a combination of education experience and training equivalent to a bachelors degree in public administration human resources psychology business administration or related field and four years of increasingly responsible human resources experience including training coordination development and delivery. Public sector and supervisory/leadworker experience is highly desirable but not required.
