About
Colorado Energy & Carbon Management Commission (ECMC):
The mission of the Colorado Energy & Carbon Management Commission (ECMC) is to regulate the development and production of oil and gas deep geothermal resources the capture and sequestration of carbon and the underground storage of natural gas in a manner that protects public health safety welfare the environment and wildlife resources.

ECMCs Strategic Development Unit is responsible for:

  • Managing the strategic development of ECMC including development of strategic plans projects and programs including leadership and workforce development.

  • Developing and overseeing all ECMC internal and strategic communications.

  • Identifying agency staffing needs.

  • Identifying the need for and developing shared services such as:

    • Digital asset management

    • ECMC information system management

    • Training

    • Organizational and professional development

    • ECMC Program Coordination

    • ECMC Administrative Support

  • Personnel performance and development.

  • Leading organizational change management (OCM) efforts.

  • Developing leadership and organizational resilience and succession planning.

  • Developing and implementing ECMC information management systems (IMS).

Description of Job

Position Summary:

This position will be ECMCs Program Manager and Senior Authority for digital asset and accessibility programs and projects and will serve as the agencys subject matter expert (SME) on all digital asset and accessibility projects tools training and templates etc. This position will reside in the Strategic Development Unit but will provide the following support to all ECMC staff:


Management of all Digital Asset and Accessibility Projects:

As ECMCs Digital Asset and Accessibility Program Manager this position will perform the following:
  • Consult with individuals and teams across all sections within ECMC to assess scope requirements and accessibility needs of all digital assets through digital asset audits.
  • Manage internal external and third party accessibility programs and projects.
  • Create and make available all digital asset protocols for the Commission such as the following: audit template design and development document controls etc.
  • Ensure that all content complies with WCAG 2.1 AA(Web Content Accessibility Guidelines) and other relevant accessibility standards.
  • Provide guidance for continuous improvement to Increase ECMC accessibility capacity.
  • Liaise with the DNR Archival Records Office and other DNR Divisions as required.
  • Obtain Notary certification and serve as ECMCs Notary.


Digital Asset and Accessibility Training and Culture Building:

  • This Senior Authority will provide training and coaching to ECMC staff and will build a culture of accessibility through that work.
  • The position will lead document and accessibility training efforts across all ECMC units to ensure internal teams are proficient in document and digital asset protocols and web content accessibility ensuring staff stay updated on the latest standards and practices.

Strategic Development Unit Collaboration:
  • This position will work within the Strategic Development Unit (SDU) which is tasked with leading the organizations strategic development efforts. This role will need to work with all unit members in their various roles to align all work to meet all strategic objectives for the unit.
  • Additionally this role will participate in all unit meetings and projects and will support all team members in their work as a collaborator and positive thought partner. The collaboration of this position will be done so through the lens of digital accessibility and asset accessibility as it relates to the SDU and ECMC as a whole.

Experience Only:

Eight (8) years of relevant experience implementing digital asset protocols and/or accessibility program management for a mid-size government agency or other comparable organization; effectively providing digital asset (e.g. documents video files presentation slides templates forms etc.) program management for one or more projects in the context of large strategic and complex initiatives; or improving accessibility in technology products or systems.
OR
Education and Experience:
A combination of Bachelors degree in Training and Organizational Management Professional Development Instructional and/or Information Design Technology Program Management Digital Media Management Computer Science Computer Engineering or other field closely related to the work assignment and/or relevant experience in an occupation related to the work assigned equal to eight (8) years.

Preferred Qualifications:Qualifications: Although all desirable candidates must demonstrate a broad range of skills knowledge and experience related to the job the highly desirable candidate will have experience in any of the following focus areas as they may relate to energy resource operations:
  • Current or former State experience relevant to this position.

  • Demonstrated experience leading staff as a Subject Matter Expert (SME) in areas related to position description/job description.
  • Working with ECMC staff professional consultants and outside stakeholders with sensitivity to their needs priorities and commitments.
  • Technical background in digital content accessibility.
  • Excellent problem solving logic.
  • Proven excellence in writing and editing; technical writing a plus.
  • Excellent verbal and written communication skills.
  • Demonstrated digital project management experience in a mid to large organization.
  • Knowledge and experience in accessibility requirements including ADA rules regulations standards WCAG digital accessibility guidelines.
  • Experience with the ADDIE model of instructional design.
  • Experience with the Kirkpatrick model of training evaluation
  • Desire to work virtually and in-person as required.
  • Knowledge and experience in accessibility requirements including ADA rules HB21-1110 Colorado Laws for Persons with Disabilities WCAG digital accessibility guidelines etc.

The current work arrangement for this position is as follows:

  • This is a Hybrid position - Work willbe performed virtually performed from a home office however the selected candidate will at times report to the office at 1120 Lincoln St Denver CO 80203 USA for meetings trainings and projects as directed by the supervisor.
