THOR Solutions is actively seeking a
Program/Project Manager I to support Navy AMPHIB CRUDES and FDNF Maintenance efforts at the Commander Naval Surface Forces Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in
Norfolk VA. In this role the candidate will provide expertise and oversight to support the maintenance modernization and engineering of surface vessels.
This position is associated with an upcoming contract that THOR is pursuing with an estimated award/work start around the first week of September 2025. We are conducting preliminary contingent hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.Typical Responsibilities:- Serve as subject matter and technical expert principal analyst and advisor deputy program manager and command representative in developing executing analyzing and evaluating the surface ships current maintenance and emergent repair planning and execution program and the related ROC-M organizational programs operations and training performed within the CNSL ROC-M.
- Responsible for CNSL ROC-M division head responsibilities relative to integrating current readiness and the execution of corrective maintenance to improve surface ship readiness and ensure the attainment of the ships planned service life.
- Serves as the ROC-M Principal Program providing continuity in process and oversight for ship maintenance planning CASREP and work notification tracking analysis and execution for AMPHIB CRUDES and/or other class ship classes.
- Develop coordinate and synchronize with the technical staffs of: Naval Sea System Command (NAVSEA) Office of Chief of Naval Operations (OPNAV) U.S. Fleet Forces Command (USFFC) In-service Engineering Agents (ISEA) PEO Combat Systems Port Engineers (CSPEs) Surface Ship Maintenance Engineering Planning and Procurement Activity (SURFMEPP) Space & Naval Warfare Systems Command (SPAWAR) Naval Regional Maintenance Centers (NRMCs) Planning Yards Ships Force public and private repair activities and other stakeholders involved in the maintenance planning and availability execution of CNSL ships.
- Monitor and analyze the readiness and material condition of all ship classes through casualty reports (CASREPs) availability situation reports (SITREPS) and other Naval Message traffic to identify material problem trends and potential class-wide problems. Provide monitoring and recommendations for preparation of maintenance and readiness briefs and reports for daily weekly and monthly briefings of CNSL and N4 senior management. Serve as CNSL representative at various simultaneously (AMPHIB CRUDES FDNF and/or OTHER SHIP CLASSES) conferences and meetings concerning ships availability planning and executions. Prepare appropriate correspondence and reports.
- Oversee the pre-deployment readiness sprints (PDRS) for CRUDES AMPHIB FDNF and/or other ship classes and INSURV preparation which will be held at the CNSL facility. Track and document the outcomes. Specifically each CASREP for each ship briefed building the common operating picture.
- Oversee contract personnel located at the same Norfolk VA facility on travel to CONUS/OCONUS locations and based full time overseas.
Location: Onsite in Norfolk VA.
Travel Requirements: Up to 25% travel is anticipated to CONUS and OCONUS locations dependent upon customer requirements and schedule.
Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion traversing shipboard environments (e.g. confined spaces ladders hatches) speaking or vision.
US Citizenship Required:Due to the requirements of the federal contract that this position supports U.S. citizenship is required. Citizenship will be confirmed via I-9/E-Verify at the start of employment.
Existing Security Clearance Required:This position requires a DoD Secret security clearance. A qualified candidate must already possess an active or interim Secret security clearance.A candidate with especially strong relevant experience but no active security clearance may still be considered but work start would be dependent upon a new Secret clearance being awarded.
Typical Knowledge Skills and Abilities:- High School diploma GED or equivalent.
- Bachelors degree in engineering business or other related scientific/technical discipline is highly preferred.
- At least five (5) years of experience some of which has been obtained within the last two (2) years with:
- Applying comprehensive knowledge of Intermediate/Depot Maintenance Activities and Regional Maintenance center procedures for repair alteration planning and execution of surface ship maintenance and modernization.
- Applying knowledge of the interrelated programs/processes required for the maintenance of surface ships from introduction into the fleet through their useful life to serve as an advisor for current readiness life cycle management corrective maintenance availability planning and execution and related matters relative to AMPHIB CRUDES and/or other class Ships.
- Previous experience as a U.S. Naval Engineering Officer at the Department Head level or equivalent.
- Attended Perspective Engineering Officer Course or equivalent.
- Proficient with common productivity software including the Microsoft Office suite.
- Excellent communication skills including the ability to represent the company in verbal and written communications with other industry/contractor personnel active-duty military and government personnel.
