State Engineers Office

Our mission is to administer the waters of the State to maximize lawful beneficial use ensure that dams and water wells are properly constructed and safe and provide information about water resources to the public.Division of Water Resources


This work unit exists to serve the public and preserve protect develop and optimize the beneficial use of the states present and future water supplies. This work unit administers distributes and regulates the State of Colorados water in the Gunnison San Miguel and Lower Dolores River Basins according to the doctrine of prior appropriation pursuant to Colorado Statutes and in compliance with the Colorado River Compact.



Description of Job


This purpose of this position is to relieve the
Division IV Engineer and Assistant Division Engineer of heavy administrative responsibilities and allow them time to concentrate on issues of water administration water court activity supervision and related litigation. This is accomplished by providing technical support to this management team by acquiring compiling and producing reports; screening public and telephone inquiries and directing to appropriate staff; organizing and coordinating information flow; monitoring tracking correcting and reporting staff activities and duties (such as timesheets overtime benefits payroll accidents vehicle use etc.). Assists in managing operating budget (including recommendations for cost control measures); makes purchases tracks expenditures reconciles and reports accounting data and status; coordinating staff training and meetings; receiving documenting and routing water court applications administrative orders and various other water related documents; monitoring equipment use assessing replacement needs and scheduling maintenance and repairs; and ordering and maintaining office supplies and inventory.

Specific job duties include but are not limited to:
  • Answers phone calls greets the public who walk into the main office provides responses to AskDWR inquiries and responds to email questions from the public by explaining basic information regarding Colorado water law water court well permits augmentation plans substitute water supply plans enforcement actions undertaken and other matters related to the overall mission of the Colorado Division of Water Resources and the Division.
  • Performs accounting liaison functions including accounts payable to vendors OneCard and Travel Expense Reimbursements (lodging and mileage) for Division staff.
  • Coordinates Division staff support responsibilities providing each one with appropriate court documents and ensures field inspection reports are done professionally accurately and in a timely manner.
  • Utilizes databases to track water rights applications through various phases to final decree and maintains an electronic filing system for water court cases.
  • Provide technical support to Division 4 management as liaison between the Human Resources Office the Payroll Office and the State Engineers Office regarding personnel issues payroll issues leave balances hiring processes new employee orientation benefits open enrollment periods employee appraisals and retirement procedures.
  • Assists employees with reporting accidents filing of paperwork and coordinating repairs.
  • Provides administrative and clerical support to Division Engineer and staff.
Other duties as assigned.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Four (4) years of experience in an occupational field related to the work assigned to the position.
OR
Appropriate education will substitute for the required experience on a year-for-year basis.
(Relevant education would include Accounting Business Management or Administration Financing etc.)

Preferred Qualifications:
  • Current or former State experience relevant to this position.
  • Office management experience.
  • Experience analyzing and running a budget.
  • Experience with office machines supply inventories and supply ordering.
  • Experience coordinating and prioritizing to meet staff needs.
  • Excellent oral and written communication.
  • Experienced with MS Access.
  • Excellent public service skills.
  • Proficiency with Google and Microsoft suites.
  • Proficiency in Microsoft Excel and/or Google Sheets.

The current work arrangement for this position is as follows:

  • This position is expected to work from the main office in Montrose Monday through Friday.

Conditions of Employment:
