Job Description

Required Knowledge Skills and Abilities:

  • Knowledge of the concepts and theories of public administration facilities maintenance and construction safety security equipment and materials contract administration and project management
  • Skill in communication to translate highly technical and extensive administrative and fiscal data into practical terms that are understandable to a variety of audiences

The Construction and Facilities Management Office (CFMO) is the principal advisor to the Montana Adjutant General regarding all real property facilities construction and environmental management programs for the Montana Army National Guard (MTARNG.) CFMO manages the sustainment and recapitalization of existing real property and the construction of new facilities. The centralization of the construction and facility management expertise in CFMO enables the division to efficiently and resourcefully support the individual missions of MTARNG Montana Disaster and Emergency Services Montana Youth Challenge Academy STARBASE and Montana Veterans Affairs. CFMO manages over 1600 assets: roughly 2M square feet of facility space and 32000 acres of land.

The Department of Military Affairs is looking for a Facilities Operations and Maintenance Bureau Chief. The position is responsible for developing and administering Facility Operations programs and services (e.g. facility and equipment maintenance restoration modernization energy management fire prevention environmental physical security safety custodial utility lease contracting etc.); and administering and overseeing Facility Operations and Maintenance Bureau programs to ensure cost effectiveness and compliance.

Duties:

  • Develops short and long-term plans and program objectives to ensure that restoration modernization maintenance security utility and safety standards and practices remain current with State and Federal requirements.
  • Collaborates with site managers post engineers consultants contractors Federal authorities and others to integrate multiple and sometimes conflicting objectives and requirements.
  • Coordinates inspection of major construction projects to ensure adherence to construction standard and plans/specifications; identify potential design omissions or other construction discrepancies; and resolve conflicts between Federal appropriations and State budgeting and accounting mandates.
  • Develops and administers contracts for facilities custodial maintenance fire prevention alarm security direct digital control and related projects and services to ensure overall quality cost-effectiveness and conformance with specifications.
  • Develop and implement safety systems and protocol review procedures and on-the-job and formal training programs for DMA staff responsible for facility vehicle maintenance and related facility functions to ensure safety understanding and proper utilization of resources compliance with policy and efficient use of resources.
  • Directly supervise subordinate supervisors and indirectly manage the staff of the Post Engineering and Facilities Operations Sections by reviewing and revising work plans priorities and procedures and monitoring progress through meetings and consultations.
  • Develop and implement Facilities Operations workforce development staffing succession planning and professional development plans policies and systems to ensure adequate staffing expertise and skills are available to meet current and future agency business needs and to provide employee development and advancement opportunities and enhance branch recruitment and retention efforts.

Must have demonstrated the ability to work with and engage in diverse working environments within and outside of the Department of Military Affairs.
