BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
With over 60 years experience in School Feeding WFP has a trajectory of working with more than 100 countries to set up sustainable national school feeding programmes. In the context of COVID-19 we are at the forefront of supporting governments in planning for the safe re-opening of schools and making sure that meals and health services reach the ones that need it the most. Our school feeding programmes not only provide the basics of nutritional food but serve as a powerful incentive for children to return to school.
Today millions of children living in poor and vulnerable communities dont have regular access to the nutritious food they need to stay healthy and thrive. This affects their physical and mental development and can keep them from finishing school and building the strong future they deserve. WFP advocates for the universal adoption of school feeding programmes as a safety net that helps increase childrens access to education and learning opportunities and strengthens their health and nutrition status. WFP focuses increasingly on helping countries to establish and maintain nationally owned programmes. In countries still requiring WFPs operational support it implements school feeding programmes with clear hand over strategies.
WFP is supporting governments and partners in establishing a school meals coalition which was launched in September 2022 and a School Meals Impact Accelerator which aims at providing strategic technical assistance to said governments. The coalition works to ensure that every vulnerable child has access to school meals in every country by 2030. It helps address the COVID-19 pandemic by bringing together governments United Nations agencies civil society the private sector and academia to drive actions that can urgently re-establish improve and scale-up school meals programs everywhere. This is an exciting and ambitious endeavour to which WFP is providing technical coordinating and convening assistance. The Impact Accelerator is a partner effort which aims at operationalising the Coalition support in several countries.
As a Consultant in the School Meals and Social Protection team you will gain experience in the humanitarian and development sector by working and contributing to a multidisciplinary team. You will support the establishment of the global coalition by supporting regional and country partners to attract policy support commitment and mobilize resources as well as supporting the establishment of the School Meals Impact Accelerator.
Through your hands on and make it happen attitude and by sharing your own thoughts and ideas with the team you will contribute significantly to advancing school feeding programmes worldwide and ensuring that every child has the opportunity to reach their full potential and thrive.
ACCOUNTABILITIES/RESPONSIBILITIES:
The consultant will work under the overall guidance and coordination of the PPGS Director and reporting to the PPGS Lead on Managing Risks and Shocks and in close coordination with the partnership and advocacy team. He/she will be expected to support the growing school meals coalition by:
- Jointly with the Regional Bureau School Feeding Teams support Country offices in the preparation of Country Strategic Plans and Budget Revision documents for strategic (sPRP) and technical (ePRP) consultations.
- Jointly with the Project Cycle Management team leader provide support and programmatic backstopping to the regional programme hubs and country offices (engaged in the Impact Accelerator Inception Phase).
- Lead the testing and rollout of the inception phase (prototyping) of the School Meals Impact Accelerator operational model in Lesotho (and potentially other countries if assigned) providing technical guidance to WFP Country Offices and ensuring alignment with broader Accelerator objectives through close collaboration with regional hubs and country focal points.
- Support the design implementation coordination and learning around the strategic planning processes and tools for the Impact Accelerator inception phase including development of programmatic guidance contributions to knowledge products and alignment with School Meals Coalition goals and country-level innovation efforts.
- Contribute to the update of the programme guidance on WFPs School Based Programmes.
- Lead support for the communication and information with WFP Country Offices around the School Meals Coalition. Organizing regular calls/weekly information products to maintain Regional Bureaus and COs updated on recent developments.
- Maintain an overview of the outreach with governments of each country and other relevant information on school feeding from WFP qualitative reports and WFP systems by developing an engagement tracker and keeping the school feeding data platform up to date.
- Collate draft and edit material such as key messages talking points articles stories one-pagers for country offices to adapt and use in their outreach.
- Provide WFP Country Offices with inputs for the organization of webinars and events including development of concept notes agendas slide decks and notes for the record.
- Lead for the organization and documentation of events and engage with other functional units RBs and COs on developing content and language that speaks to individual audiences.
- Any other duties in support of the Head of Programme or of other teams in the division.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education:
First University degree in Social Science Journalism International Relations Public Relations Communications or relevant field.
Experience:
- Possess at least 3 years of relevant professional experience.
Knowledge & Skills:
- Consultant should have prior experience in writing and editing long-form content including but not limited to articles blogs and/or newsletters and a strong attention to details.
- Working knowledge on UN communication products writing standards and terminology is an asset.
- Expertise with data visualization software (Tableau Power Bi others) proficiency with quantitative analysis tools (Excel others) and excellent information technology skills (Microsoft Office Package SharePoint Teams).
Languages:
International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic Chinese French Russian Spanish and/or WFPs working language Portuguese.
