THE RECRUITMENT RANGE FOR THIS POSITION IS LIMITED TO $39671 - $53560. Salary offers for the selected candidate are based on the candidates education and experience related to the position as well as our agency budget and equity.
Some travel including some overnight stays are required.

Department Information:
The North Carolina Department of Justice led by the Attorney General of North Carolina represents the state state agencies and elected officials and defends the rights of the people of North Carolina. The Department handles all state criminal appeals cases and assists district attorneys with complex criminal cases at their request. Additionally the Department of Justice includes the North Carolina State Crime Lab the North Carolina Justice Academy and the Sheriffs and Criminal Justice Education and Training Standards Divisions.

State Crime Laboratory -- Helping Solve Crimes
The State Crime Laboratory of the Department of Justice maintains a full-service forensic science laboratory to assist all law enforcement agencies in North Carolina in the investigation of criminal matters. The Laboratorys mission is to provide state-of-the-art forensic services in the areas of drug analysis blood alcohol/drug content firearms latent prints footwear and tire tracks forensic biology computer forensics and trace evidence. The services are provided from a central laboratory in Raleigh N.C. and regional laboratories located in Edneyville N.C. and Greensboro N.C.
This position is located at the State Crime Lab in Raleigh NC.
Position Information:This section is responsible for the purchasing of all commodities of supplies and services used by the NCSCL to sustain daily operations.
This includes but is not limited to:
preparing requisitions and purchase orders for acquisition of goods and services using the North Carolina E-Procurement System
reviewing requisitions determining the appropriate acquisition procedure (order against existing state term contract quote bid forward to State Purchase and Contract) based on the nature of the requisitioned item(s) and dollar amounts as authorized by State law contacting vendors for price quotes
examining formal bids submitted by vendors to evaluate specifications and costand assisting in recommending a final contract award.
This position is responsible for acquiring goods and services. Duties include:- gathering specifications
- composing solicitation documents
- ensuring the lowest possible price is obtained
- checking state term contracts to ensure proper purchasing procedures are being followed
- faxing/e-mailing quotes posting bids to Interactive Purchasing System
- reviewing of invoices to ensure the vendor has charged the accurate amount
- reviewing bids received to make certain that all bid specifications are met
- completing bid packages for State Purchase and Contract for Board Certification.
Public Contact and other duties as assigned
This position requires verbal contact with various public and private agencies in order to obtain pricing requests negotiate contract agreements and issue purchase orders. This position works with Assistant Directors Crime Lab senior management and other Lab employees to determine the most advantageous route to increase potential savings to the department.
Selected candidate will undergo and must successfully complete acomprehensive background investigation which may take several months to complete. The background investigation includes credit and arrest checks; interviews with associates personal and business references past employers and neighbors; verification of education achievement and urinalysis drug screening.
Out of state applicants: This may require the applicant to return to the State of North Carolina multiple times at his or her own expense after the initial interview in order to undergo the background investigation process.Note to Current State Employees:
The salary grade for this position isNC09. State employees are encouraged to apply for positions of interest even if the salary grade is the same as or lower than their current position. Based upon these factors a pay increase MAY or MAY NOT result.

Knowledge Skills and Abilities / Competencies
General knowledge of large-scale purchasing methods and procedures.
Ability to acquire knowledge of the various grades and qualities of materials and commodities being purchased.
Working knowledge of the North Carolina E-Procurement System Interactive Purchasing System and North Carolina Accounting System.
Ability to: Apply and interpret established rules and regulations; maintain records of some complexity and to prepare reports on tabulations from these records; establish and maintain effective working relationships with departmental personnel manufacturers representatives and State Purchase and Contract employees.
Ability to use various types of Microsoft Office computer softwareMinimum Education and Experience Requirements

Bachelors degree from an appropriately accredited institutionor Associate degree in business or related field of study from an appropriately accredited institution and two years of procurement experience;or equivalent combination of education and experience.
Management preference: Experience with the North Carolina E-procurement System Interactive Purchasing System (IPS) and North Carolina Financial System (NCFS) as well as familiarity with DOJ FSS Policy and Procedure or equivalent combination of education and experience.Supplemental and Contact Information
