Job Description

Marion County requires on-site work. Remote work is not available.

Marion County Health & Human Services is looking for a qualified individual to work 50% within the Marion County Correctional Facility and 50% at the Behavioral Health Crisis Center (BHCC). While in the jail this position assists Adults in Custody (AIC) in accessing mental health and coordinating with other service providers to help with coordination of care once exiting the jail. While at BHCC this position will assist in medication management and provide both skills training and legal skills (when court ordered) to clients in the community.

GENERAL STATEMENT OF DUTIES
Provides individual and group recreational social and skills training services under a professionally developed service plan; keeps records of persons served status; performs service plan directed case management functions under close supervision; performs related duties as required. Primary responsibility of this class is to assist and support other mental health professionals without primary responsibility for a caseload.

SUPERVISION RECEIVED
Works under close supervision of a supervisor who assigns work establishes goals and reviews the results obtained for overall effectiveness.

SUPERVISION EXERCISED
Supervision of others is not a responsibility of positions in this classification.

Typical Duties - Duties include but are not limited to the following

  • Coordinates care both within the Marion County Jail (including Work Center) and with community providers and social services. Provides referrals on behalf of inmates in coordination with the Jail Mental Health Specialists. Works closely with other mental health workers and Marion County Correctional staff Parole & Probation to link inmates at time of release to community services including mental health and other social service agencies.
  • Maintains contact with clients once released to ensure connection to follow up care and treatment. Links clients to appropriate entitlement services including housing food medical services clothing and social supports. Transports clients to appointments when appropriate.
  • Provides skills training outreach and support to mental health consumers transitioning from the corrections system acute care or state hospital systems. Provides case management and skills training. Coordinates services with outside agencies. Supports clients in tasks to move toward recovery and community integration. Assists client in accessing benefits. Assists with a variety of daily activities such as medication management grocery shopping obtaining benefits and scheduling appointments.
  • Communicates with other mental health professionals and team members frequently through progress notes email and telephone calls. Advocates for clients with other mental health providers physicians landlords and others.
  • Responds to crisis calls and provides mental health consultation to individuals in the community. Provides triage brief assessment consultation and referrals to the residents engaged by the program as needed.
  • Documents services in a timely fashion meeting all standards and expectations per MCHHS policies.
  • Works closely with the clients mental health specialist (BRES Jail Homeless or Diversion teams) on treatment plan goal development and implementation. Attends weekly team meetings and provides input on client strengths/needs and response to treatment.
  • Participates as a member of an interdisciplinary team working to promote client recovery and connection to mental health treatment both within the jail and in the community at release.
  • Performs other job duties as assigned by the supervisor.
Response Level 2: In the event of an emergency employee makes a reasonable effort to report to work. Employee may be required to perform duties outside of their regularly assigned duties. Employee may be requested to work an extended or flexible schedule. Staff at this response level must complete Incident Command System 100 and 700 on-line or in-person training.

Requirements for the Position

EXPERIENCE AND TRAINING

  1. Three years relevant work experience in a behavioral health services field; OR
  2. Bachelors degree in a behavioral science field; OR
  3. Any satisfactory combination of work education training or experience relevant to the position as determined by Marion County.

SPECIAL REQUIREMENTS


KNOWLEDGE SKILLS AND ABILITIES
Working knowledge of the general concepts of mental health (including common symptoms for major behavioral health conditions) and chemical dependency as well as community resources; de-escalation crisis intervention and engagement strategies; strengths-based resiliency and recovery models; definitions of basic- and community-living skills; measurable goals/outcomes of mental health recovery substance use disorders recovery and co-occurring disorders recovery; evidence-based strategies for skills training and improving overall health; daily living activities that promote health and wellness.

Ability to demonstrate active listening skills and interviewing techniques; establish effective working relationships with diverse individuals and foster shared decision-making with behavioral health consumers family members and providers; clearly convey information about behavioral and general health; exercise cultural and trauma-informed competency when linking to resources; follow directions and accept feedback in a professional manner; prepare reports and document services provided to persons served in a timely and professional manner with clarity conciseness and completeness; work within an interdisciplinary team; practice appropriate boundaries with consumers; recognize unsafe situations.

PHYSICAL REQUIREMENTS
Operates a motor vehicle; sees using depth perception; sits; stands; moves about the work area; climbs 1 floor of stairs; lifts up to 20 lbs.; pushes and pulls up to 30 lbs.; moves carts weighing up to 30 lbs.; carries up to 10 lbs.; operates a keyboard speaks with a clear and audible voice; reads a 12 pt. font; hears a whispered level of speech; may work in areas exposed to heat cold dust smoke noise or chemicals; may work in areas that are uneven or wet; may use ladders/scaffolding.

PUBLIC SERVICE LOAN FORGIVENESS
Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan.
