OVERVIEW:
The Department of Administrative and Financial Services (DAFS) Office of Information Technology (MaineIT) provides information technology support to over 13000 employees. MaineIT oversees large scale enterprise applications that support the critical and diverse business needs of the State of Maine and its agencies.
This Systems Section Manager position will be responsible for supporting the application needs of several departments currently supported by the Applications team including but not limited to Labor Public Safety Natural Resource agencies Public Utilities Commission and others. This management position will help support the maintenance and enhancements of systems to meet State and Federal Education obligations. The position will focus on managing the day-to-day operations work of the development teams this includes helping with recruitment procurement instruments including RFPs and contracts policy and supervisory guidance advising and assisting Team Leads with best practices operational documentation team governance communications etc.
This position is located in Augusta Maine and reports directly to the Applications Deputy Director.
Hybrid Work Opportunity The employee in this position currently has the opportunity to work from home as much as 90% of the time.
ABOUT THE POSITION:
In this role you will:
- Manage the activities of assigned professional technical and support personnel in a major data processing/telecommunications section to meet established goals and objectives and maximize system efficiency.
- Work with minimal direction quickly assess new situations provide sound judgment lead team efforts and communicate at all levels to a diverse group of stakeholders to ensure service levels and requirements are met in a timely manner.
- Provide technical input and assistance for section staff to overcome identified or potential problems. Counsel and evaluate employees to provide information identify work related problems and develop solutions.
- Guide Systems Team Leaders in building and maintaining highly functional and cohesive teams while establishing excellence in services for our agency partners in applications development implementation and support.
- Explore opportunities to improve the organizations ability to meet the evolving needs of OIT and its agency partners. Partner with agency leaders in a collaborative environment to set and implement strategic and tactical visions of agency and OIT management.
- Plan and direct section staff technical training to maintain and enhance staff proficiency.
- Leverage your experience to oversee and guide application development teams through all phases of the Software Development Life Cycle (SDLC).
- Advise management regarding the need for additional personnel equipment or new services and assist in development and execution of activity budget to ensure section has required resources.

MINIMUM QUALIFICATIONS:
- Ten (10) years data processing/telecommunication system experience including at least six (6)years experiencein the appropriate area of specialization and two (2) years of supervisory/ managerial experience -OR-
- a related Bachelors Degree and 6 years data processing/telecommunication system experience including at least four (4) years experience in the appropriate area of specialization and two (2) years of supervisory/ managerial experience -OR-
- a related Masters Degree and four (4) years data processing/telecommunication system experience including at least two (2) years experience in the appropriate area of specialization and two (2) years of supervisory/ managerial experience.
The selected candidate will be required to pass the required background checks(fingerprinting may be required) as a condition of employment.
