Job Description:
The Business Area Chief Engineer is responsible and accountable for all Engineering execution within a portfolio of programs aligned to Managing Director of the Business Area and reporting to the Division Chief Engineer. Ongoing program execution new business development and IRAD projects are all included within this execution responsibility partnering with the functional disciplines and support organizations throughout the ISR Sector.
Essential Functions:
- Serve as technical execution lead for all programs across the Korean/International Business Area within the Advanced Solutions Group (a Division within the ISR Sector of the Integrated Mission Systems Segment of L3Harris Corporation).
- Provide senior leader consultation and guidance to a team of Program Chief Engineers Integrated Product Team Leads and Engineering Cost Account Managers
- Evolve and refine a program-centric execution model in the matrix Engineering organization
- Develop track and report key performance metrics to feed program scorecards
- Support Engineering Operations reviews PMRs and customer Technical Interchanges
- Own the technical cost and schedule performance for the Business Area Engineering
- Review and present quarterly engineering Estimate at Complete for Business Area covering all programs projects and engineering disciplines
- Develop projected staffing demands and work with Functional Engineering management to accomplish necessary program staffing assignments in conjunction with Program Chief Engineers
- Collaborate with Functional Engineering Directors and Managers on process application to Business Area
- Review monthly cost/schedule inputs to programs while supporting budget risk & opportunity reviews
- Participate in bid/proposal activities for securing new business with both new and existing customers
- Provide clear concise briefings to both internal and external audiences to support program objectives and convey status to senior leadership
- Track help shape and execute strategic R&D efforts that feed into portfolio growth
- Must have extensive familiarity with engineering life cycle and activities required of all engineering functions to accomplish successful design development and delivery
- Extensive knowledge of airworthiness and Certification requirements for both FAA & military certification processes
- Comprehensive understanding of Mission Systems Sensors and Functions for Intelligence Surveillance Reconnaissance including Communications Command & Control Computing & Infrastructure in COMINT ELINT SIGINT and IMINT applications
- Understanding of Radar phenomenology and operations Airborne Early Warning & Control as well as Air Battle Management ConOps
Qualifications:
- Bachelors Degree in a relevant Engineering discipline and a minimum of 15 years prior relevant experience (or equivalent years of total work experience).
- Active DoD Secret security clearance
- Familiarity with mission system architectures and CONOPS for both air and ground-based applications; including hardware/software design interface contraints key performance parameters SWAP-C implications and current/emerging techniques related to ISR AEW and EA sensors
- Previous role(s) as a program Chief Engineer (or equivalent) on a substantial aircraft modification effort
- Demonstrated experience leading multi-disciplined Engineering teams through entire product development lifecycle
- Extensive experience in Intelligence Surveillance and Reconaissance (ISR) as well as Airborne Early Warning & Control (AEW&C) sensors & systems with emphasis on Airframe Modifications Airworthiness and Certification
Preferred Additional Skills:
- Active TS/SCI clearance
- Experience with Project Engineering Aero Design Hardware/Software Development Test and/or Systems Engineering
- Leadership experience Task or IPT Lead and/or Functional Management
