Job Description
We are seeking a Project Controls Manager to support construction management and project control operations for Los Angeles County CAPEX program. This position will serve as a key cost/financial lead overseeing cost management and budget tracking for high-value public-sector infrastructure efforts. The successful candidate will manage fiscal accountability ensure compliance with County financial procedures and deliver timely and accurate financial reports in support of multi-phase construction contracts.
Key Responsibilities
- Lead all project cost management budgeting and financial oversight activities.
- Develop and maintain project budgets forecasts and cash flow analysis aligned with County requirements.
- Prepare submit and track all contract and consultant invoices; coordinate with the County on payment status.
- Monitor financial compliance with contract terms approved scopes and funding allocations.
- Support preparation of monthly financial reports audit documentation and funding source summaries.
- Coordinate with Project Controls team on budget adjustments change orders and funding reallocations.
- Liaise with County fiscal officers and auditors to support financial transparency and reporting.
- Assist in maintaining financial records per ISD requirements and internal controls.
- SOX control responsibilities may be part of this role which are to be adhered to where applicable.
Qualifications :
Minimum Qualifications
- Bachelors degree in Accounting Finance Business Administration or related field.
- Minimum of 10 years of progressive experience in financial management for capital projects.
- At least 5 years of experience managing project finances for public sector or government clients.
- Strong knowledge of project cost control systems invoice processing and capital funding structures.
- Experience with construction management or infrastructure project environments.
- Proficiency in Microsoft Excel financial reporting tools and ERP/accounting software.
- Excellent analytical communication and organizational skills.
Preferred Qualifications
- Experience with Los Angeles County financial procedures and reporting templates or other large Los Angeles Public clients
- Familiarity with e-Builder Oracle or other project control systems.
Additional Information :
The salary range for this full-time role is $135K-$160 per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range depending on candidates experience and qualifications.
