Position Summary
This role is to assist & advise DHA in meeting mission & OASD defined responsibilities aid in the development of DHA Communication Systems policy procedures standards tools/templates and provide MTF sustainment support as assigned. The Communication Representative shall assist in all phases of the Facility Life Cycle Management (FLCM) activities to include the requirement development and planning pre-design and design construction initial outfitting transition acceptance closeout and sustainment.

Essential Duties
- Travel to & conduct Communication Systems site investigations at the MTF
- Identify & develop Communication Systems requirements on behalf of Project Sponsor to include:
- Integrated Automation/Cybersecurity requirements (Div 25)
- Communication Systems (Div 27)
- Electronic Safety & Security (ESS) systems (Div 28)
- Current-state conditions & whether they meet current Communication DoD & DHA criteria
- Develop & documents end-state results & objectives to include meeting Communication DoD & DHA criteria
- Develop & documents the condition of existing Communication & whether to reuse or purchase new
- Determine quantity & location of Communication for new or renovated spaces
- Review acquisition documents to include Design Construction Initial Outfitting (IO) Contractors RFPs/SOWs
- Communicates what Communication Systems deliverables are required during pre-design design preconstruction construction and outfitting so Government & contract reps can confirm conformance/compliance w/ criteria/standards
- Pre-Design & Design:
- Review Communication pre-design deliverables & Site Investigation Reports (SIR)
- Review Communication Systems design deliverables
- Respond to RFIs related to Communication Systems
- Assists the Government in developing Communication Systems design change requests
- Preconstruction Construction Initial Outfitting:
- Review Communication Systems preconstruction construction & initial outfitting deliverables to include shop drawings product literature PRCs cost estimates etc.
- Respond to RFIs & ASIs related to Communication Systems
- Assists Government in developing Communication Systems construction & outfitting change requests
- Inspections & Acceptance:
- Inspect Communication Systems field conditions at project site
- Inspect installed Communication Systems products
- Closeout & Warranty:
- Review Communication Systems closeout & warranty submittals defined in the Interior Design specifications
Education Experience and Technical Skills
- Minimum of five (5) years demonstrated experience in healthcare & research lab facility operations.
- Minimum of five (5) of years demonstrated experience defining & communicating Communications requirements constraints objectives design and construction for all areas of the project life cycle to include reading & reviewing design documents construction submittals inspecting supplier and installers work and confirming closeout submittals were received.
- Bachelor or Master of Science degree in Electronics Engineering -or- in Electrical Engineering-OR- 10 years experience in the qualifications above with a minimum of 5-years specific to healthcare
- Experience reading & reviewing Communication Systems documents to include (a) design analyses (b) plans (c) specs (d) cost estimates
- Experience reviewing Communication Systems construction documents to include (a) RFIs (b) ASIs (c) Shop Drawings (d) Product Literature
- Acquisition/Procurement of Communication Systems
- DoD Communication Systems Policy & Criteria Development
- Experience in executing DoD military medical projects
- Experience with DHA DMLSS/LogiCole data base and running inventory reports
- Has coordinated Authority to Operate (ATO) documentation through Government approving officials
