The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education regulation and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.
The agency is comprised of three major operational programs: the Distilled Spirits Program the Recreational Marijuana Program and the Public Safety Program. All three programs are supported by the Administration Financial Services and Support Services divisions. Revenue generated from these programs helps support state and local government programs.

About this opportunity:
This position is based at our Milwaukie OR headquarters office. Please note that the headquarters for the agency will relocate from Milwaukie to Portland OR by approximately the end of 2026.
After an initial training period this position may be eligible for a flexible hybrid work schedule however weekly in-office work will be required. This position is not eligible to be fully remote.
This position is a management service position and is not represented by a union.
Heres what you will do:
The Senior Recruiter leads agency recruitment efforts and consults with human resources staff and hiring managers to strategically hire top talent and influences the strategic direction for recruitment at OLCC. Duties include:
Initiating and leading recruitment strategy intake meetings to develop a recruitment plan and ensure agreement to established guidelines
Guiding the development of screening and interview methods and questions
Recommending evaluation methods and stages for the selection process ensuring alignment with innovative industry practices
Providing guidance on best practices in sourcing and outreach
Preparing recruitment dashboard that identifies recruitment statistics and applicant attrition on a monthly to quarterly basis for the HR Director
Acting as back-up or support for other HR functional areas such as FMLA/OFLA workers compensation safety employee relations comp and class and training
Advising managers and staff in the interpretation and application of OLCC and DAS human resources rules policies procedures and the AFSCME Collective Bargaining Agreement.

Heres what you need to qualify:
Minimum Qualifications:
A bachelors degree in Human Resource Management Organizational Behavior or Development Business or Public Administration the Applied Behavioral Sciences Industrial Relations or a job-related course of study determined by the appointing authority AND two years of Human Resource professional-level experience related to the position
OR
Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute AND three years Human Resource professional-level experience related to the position
OR
Five years Human Resource experience related to the position. Three of the five years must have been at the professional level.
Note:
A masters degree in any of the above listed courses of study may substitute for one year of professional-level experience.
The State Certified Human Resources Professional (SCHRP) certification awarded by the Oregon Chief Human Resources Office substitutes for six months of human resource professional-level experience.
Valid certification as a SHRM Certified Professional awarded by a nationally recognized organization substitutes for one year of human resource professional-level experience.
Valid certification as a PSHRA-CP from the Public Sector HR Association substitutes for one year of professional human resources experience.
Preferred Skills:
Proven success in full-cycle recruiting for a variety of roles across multiple departments divisions or functions including hard to fill and high impact positions
Experience with sourcing methods using advanced tools to identify and engage passive candidates
Experience designing and improving the recruitment process to enhance efficiency and candidate experience
Experience using data from Workday or similar HRIS to provide reporting analysis and to interpret and improve recruiting metrics
Success building strategic and trusted partnerships to advise and collaborate with hiring managers providing guidance on workforce planning and market trends
Strong communication interpersonal skills and follow-through
Public sector and union experience a plus

Per the Pay Equity Law passed in 2017 a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. On average candidates new to state service will most likely be offered compensation in the lower to mid-level of the salary range.

This position requires a background and security check with fingerprinting to work in areas that handle confidential documents. The person in this position may drive a State of Oregon vehicle. We require drivers to hold a current valid drivers license and maintain a good driving record in order to drive.
