Manages the overall activities of the Meter Data Unit of the Metering Program. Responsible for collecting analyzing and reporting the meter data required for the flow calculations used for allocation of MWRAs rate revenue requirements for the water and wastewater systems using revenue meters master meters and other associated equipment.
SUPERVISION RECEIVED:
Works under the general supervision of the Manager Metering and Monitoring.
SUPERVISION EXERCISED:
Exercises close supervision of the Project Manager Meter Data and technical and administrative staff as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Supervises and manages staff including assignment of projects evaluation of performance and staff development planning to ensure that the community billing data are complete accurate and accessible. Provides technical assistance and administrative guidance to staff in the development and management of projects.
- Establishes and oversees data quality control and quality assurance procedures and maintains records of quality assurance/quality control (QA/QC) activities. Ensures accuracy and integrity of data. Documents data anomalies.
- Ensures community billing data are reported to MWRA Rates and Budget Department within required schedules.
- Oversees development of process-specific algorithms for predictive analysis of water and wastewater flow data based on historical data. Develops and tests innovative analysis tools to automate evaluation of flow pressure and other tracked measurements and associated alarm functions.
- Oversees and coordinates activities of consultants and software vendors for the continuing development of the various software programs used to collect and manage the meter data. Oversees coordination with MIS to ensure resources are available and within-department assistance with hardware and software issues.
- Recommends develops and implements revenue operational and regulatory matter policies and procedures related to metering water and wastewater flows.
- Represents the MWRA in discussions with MWRA member communities related to water and wastewater flows and works to resolve discrepancies
- Coordinates projects with MWRA departments communities and government agencies and provides technical information and assistance.
- Develops and implements protocols for notification of community personnel when increases in water demand occur that that might be related to increased hidden leakage within their distribution system. Responds to community requests for meter data.
- Participates in the preparation of staff summaries to the Board of Directors and presents meter and flow related information to the Board. Prepares the monthly submissions for the Management Indicators reports.
SECONDARY DUTIES:
- Performs related duties as required.
MINIMUM QUALIFICATIONS:
Education and Experience:
- A Bachelors degree in engineering computer science mathematics or related field A Masters Degree is preferred; and
- At least seven (7) years of experience with collection management quality control analysis and reporting of data collected from instrumentation in a municipal water/wastewater system an industrial or manufacturing facility or other source of technical data.
- Must include at least three (3) years of experience supervising staff contractors or consultants; or
- Any equivalent combination of education or experience.
Necessary Knowledge Skills and Abilities:
- Knowledge of process control instrumentation electronics data analysis and data management required.
- Knowledge of database structure and data extraction required; basic SQL coding experience preferred. Experience with data visualization transformation and cleaning reporting and trend analysis tools including spreadsheets and business intelligence software is preferred.
- Familiarity with data quality assurance processes. Experience with advanced analytical algorithms such as multivariate linear regression models and least-mean-square testing A-B testing k-nearest neighbor algorithms preferred.
- Strong analytical and computer skills including proficiency with spreadsheets SQL database programs and engineering applications software required.
- Demonstrated experience in the operation of a computerized water and/or wastewater flow metering system or similar software application required.
- Demonstrated experience using Telog Enterprise software is preferred.
- Working knowledge of MWRA and community water distribution systems and wastewater collection systems is preferred.
- Knowledge of data communication and management systems required. Knowledge of systems specific to water and /or wastewater metering preferred.
- Ability to effectively communicate technical material orally and in writing required.
SPECIAL REQUIREMENTS:
A valid Class D Motor Vehicle Operators license.
Must be available to respond to emergencies as needed. May be required to be part of an on-call rotation.

Office machines as normally associated with the use of telephone personal computer including word processing and other software copy and fax machine.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. While performing the duties of this job the employee regularly works in an office environment. The employee occasionally works near moving mechanical parts and is occasionally exposed to outdoor weather conditions. The employee is occasionally exposed to fumes or airborne particles and toxic or caustic chemicals. The noise level in the work environment is usually a moderately quiet office setting.
