Inspects residential real property and recordstechnical details of property to update and maintain departmental propertyrecords following established guidelines as defined in the Maryland AssessmentsProcedures Manual.
Prepares and conducts appeal hearings at the Supervisor Property TaxAssessment Appeals Board and the Maryland Tax Court levels to defend theDepartments estimate of value following procedures described in the MarylandAssessment Procedures Manual.
Records technical data into the Assessment Administrator & ValuationSystem (AAVS) to maintain and update departmental property records inaccordance with Departmental procedures.
Analyzes existing market data and applies standard appraisal techniquesto determine the value of land or buildings in accordance with the AnnotatedCode of Maryland Tax Property Article and the Maryland Assessments ProceduresManual.
Interviews property owners by telephone and in person to gather andverify assessment related information following established procedures.
Inspect new residential construction and records technical details ofproperty for the purpose of adding new improvements to the assessment rollsfollowing established procedures.
Determines current and base full cash values for residential newconstruction following established procedures using the AAVS and other propertyvaluation tools.
Provides assessment related information to the general public to explainassessment valuation techniques departmental and local office policies andlegal mandates regarding property valuation.
Experience:Four years of appraisal experience involving the valuation of real property.
Note:Candidates may substitute the possession of a Bachelors degree from an accredited college or university for the required experience.
1. Employees in this classification may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.
2. Upon appointment to positions employees in this classificationthat possess a real estate broker or sales license or a license to sell insurance will be required to put the license in an Inactive status.
3. Employees in this classification are prohibited from participating in any outside activity including private appraisals which may be deemed a conflict of interest by the Director of the Department of Assessments and Taxation.
