POSITION TITLE: District Secretary
DEPARTMENT: Payroll
REPORTS TO: School Business Official
SUMMARY:
Responsible for the timely and accurate preparation calculation processing and maintenance of the school districts payroll. This ensures compliance with federal state and district policies and procedures maintaining employee payroll records and proving support regarding payroll-related inquiries.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Essential duties must be performed on site. Other duties may be assigned.
- Process monthly payroll for all district employees including salaried hourly substitute and extra-duty pay
- Prepare and issues quarterly and annual government reports including but not limited to unemployment state federal 941 W2s and 1095s.
- Complete or assist with state reports including Certified Annual Report Fall BEDS etc.
- Enter employee salary and wage data into payroll system and maintain and update pay data including salary changes
- Track and report absences FMLA and other leaves in accordance with district policy.
- Maintain confidentiality of all payroll and personnel information
- Assist with new-hire orientations for payroll
- Communicate effectively with others while maintaining a positive attitude
- Support Administration Office with annual salary schedules payroll schedule and employment verifications.
- Assist with annual financial audit
QUALIFICATIONS:
- High school diploma or equivalent required; Associates degree in accounting business or related field preferred.
- Prior payroll experience preferably in a public school or governmental setting including hourly wage calculations and contracted salary calculations including employer payroll taxes.
- Working knowledge of payroll regulations including FLSA IRS rules and IPERS
- Proficient in the use of office software (Microsoft Word and Excel or Google equivalent) and aptitude to learn and utilize advanced technology (TimeClock Plus Software Unlimited Red Rover etc.)
- Strong mathematical and analytical skills and advanced clerical and business office skills
- Attention to detail and accuracy
- Subject to state and federal background reference check
KNOWLEDGE SKILLS AND ABILITIES:
- Ability to add subtract multiply and divide perform complex arithmetic operations and use calculators
- Strong organizational and time management skills
- Regular and reliable attendance
- Communicates effectively with others while maintaining a positive attitude

- Proficient in the operation of general office equipment including but not limited to Multifunction copiers/printers/scanners desk phones PCs desk scanners

PHYSICAL REQUIREMENTS:
Physical requirements vary by individual job assignment but requires a minimum of the following physical requirements:
- Must be able to sit upright in a desk chair for 7-8 hours per day
- Frequent use of a computer and other standard office equipment at a computer workstation for 7-8 hours/day
- May require extended hours during peak payroll periods (e.g. fiscal year-end contract renewals)
- Requires some stooping and kneeling
- Lifting carrying pushing up to 10-40 pounds on occasion
- A certificate of good health signed by a licensed physician is required
WORKING CONDITIONS:
- Standard office building environment with a moderately low noise level
- Must be able to work with interruptions during a work shift
- Tobacco and substance-free environment
TERMS OF EMPLOYMENT:
- 12-month position (260 days per year 8 hours per day)
FLSA STATUS: x Non-Exempt x Full Time x Hourly
EVALUATION:
Performance of this job will be evaluated annually in accordance with Board Policy.
PERFORMANCE RESPONSIBILITIES:
- Processes payroll information in accordance with established employment agreements assuring accurate coding and funds distribution for timely and accurate payment of district employees
- Balance the monthly payroll
- Maintain records of staff assignments
- Manages information regarding employee attendance and leave
- Assumes responsibility for knowledge of federal and state wages and hour law and related regulations
- Coordinates with other district personnel to establish and maintain employee contracts federal and state tax forms and direct deposit information
- Prepares and distributes annual tax information (i.e. W-2 statements)
- Responds to requests for verification of employment
- Recommends policies procedures and/or actions for the purpose of providing direction for meeting the districts payroll objectives
- Assists the School Business Official with fiscal year end reports
- Cooperates with the auditors retained by the district
- Attends required training programs
- Performs other duties as delegated by the School Business Official
