DEFINITION


Appraiser I
The mission of the Humboldt County Assessors Office is to create equitable timely and accurate property tax assessments to fund public services in accordance with the California Constitution and the laws and regulations of the State of California and the State Board of Equalization. We are committed to integrity mutual respect and teamwork within our office in conjunction with other County departments and in our services to the public.

Under general supervision performs a variety of professional commercial industrial residential and agricultural appraisals for taxation purposes; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is a multi-level class in which incumbent may be assigned to any of three levels depending upon proficiency gained and responsibilities delegated. The work involves appraisal of a variety of real property for taxation purposes. Initially incumbents work under close supervision while learning the skills to become state certified. Once certification and the requisite experience is achieved incumbents may advance to the II level in the series. At the III level the most complex commercial and industrial appraisals are performed. This class is distinguished from Principal Appraiser in that the latter is the lead level in this series responsible for providing work direction of professional and support staff. It is further distinguished from the Auditor/Appraiser series in that the latter audits the financial records of various businesses in addition to appraising personal property.

EXAMPLES OF DUTIES

  • Appraises industrial commercial residential and/or agricultural properties for taxation purposes.
  • Analyzes interprets and documents all required information to produce equitable and justifiable property appraisals for industrial commercial residential and/or agricultural properties.
  • Conducts field inspections of property sites to collect and verify property data.
  • Interviews property owners and other relevant parties to obtain and verify property data.
  • Reads and interprets a variety of maps and aerial photographs to ascertain boundaries and condition of industrial commercial residential and/or agricultural properties.
  • Reviews and interprets accounting records to ascertain gross and net income for capitalization into an estimate of value.
  • Allocates appropriate value to different portions of property parcels based on topography vegetation soil use and capability of use.
  • Adjusts property values for property splits based on allocated values of subject properties.
  • Acts as information source to property owners and other interested parties at the public counter and over the telephone; explains appraisal and appeal procedures to the taxpayers.
  • Compiles and organizes Assessor Office records for presentation at Board of Equalization hearings; attends and presents information in such hearings.
  • Determines taxable value of property and makes corrections to tax rolls.
  • Prepares and maintains detailed appraisal work papers; prepares written summary of appraisal procedures and findings.
  • Maintains accurate records and files.

QUALIFICATIONS

Knowledge of:
  • Principles and practices of property appraisal for tax Assessment purposes.
  • California Revenue and Taxation Code governing the appraisal of commercial industrial residential and agricultural properties.
  • Business computer applications related to the work.
  • Techniques for dealing with the public often where relations may be strained.
  • Office administrative practices and procedures.
Skill in:
  • Analyzing interpreting and verifying appraisal data.
  • Applying appropriate methods practices procedures and regulations in commercial industrial residential and agricultural property appraisal.
  • Assigning accurate and equitable fair market value to property for taxation purposes.
  • Organizing and prioritizing work and meeting critical deadlines.
  • Maintaining accurate records and files.
  • Preparing clear and concise reports correspondence and other written materials.
  • Exercising sound independent judgment within established guidelines.
  • Establishing and maintaining effective working relationships with those contacted in the course of the work.
Other Requirements:
Must possess a valid California drivers Appraiser II and Appraiser IIImust possess and maintain a valid appraisal certificate issued by the State Board of Equalization (R and T Code section 670 and subsequent sections).An Appraiser I must obtain a valid appraisal certificate within the one year of employment (R and T Code section 673).Must be able to traverse rugged terrain and mountainous areas of the County on foot.
Desirable Education and Experience:
A typical way to obtain the knowledge and skills outlined above is:
Appraiser I: Equivalent to graduation from a four year college or university with major coursework in accounting finance business administration real estate or a closely related field.

Appraiser II: In addition to the above one year of varied property appraisal experience at a level equivalent to the Countys class of Appraiser I or Auditor/Appraiser I.

Appraiser III: In addition to the above two additional years of journey level appraisal experience at a level equivalent to the Countys class of Appraiser II. Progression to this level will depend upon the depth and breadth of experience in performing complex commercial industrial and agricultural appraisals.

LICENSES

PROBATIONARY PERIOD

Persons appointed to regular County positions serve a probationary period. This is normally six (6) months but could be up to one (1) year. All designated safety employees serve a one-year probationary period.


EMPLOYMENT ELIGIBILITY

It is the Countys intention to hire only those workers who are authorized to work in the United States pursuant to the Immigration Act of 1990. If you are offered employment you will be required to verify your eligibility to work in the United States. For law enforcement positions you will be required to verify your U.S. citizenship or legalized status.


DISASTER SERVICE WORKERS

All County of Humboldt employees are designated Disaster Service Workers through state and local law (California Government Code Section 3100-3109). Employment with the County requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Worker-related training as assigned and to return to work as ordered in the event of an emergency.
