Manager People & Culture



18 Month Contract Full Time

The College of Early Childhood Educators (the College) supports high-quality early learning and care by regulating more than 65000 members of the profession in the public interest pursuant to the Early Childhood Educators Act 2007. We are seeking a strategic forward-thinking and progressive professional for the role of Manager People & Culture. This role will play a key part in leading facilitating development and supporting the sustainability of an exceptional employee experience from the time of candidate application to hiring/onboarding and through the entire employment lifecycle.


The Executive Leadership Team and the Senior Management Team will view you as the point of contact and the source of in-house expertise for all People matters as the College furthers its commitment to EDIB and Anti-Racism.


Reporting to the Chief Operating Officer the key areas of responsibility are to:

  • Manage all aspects of the People Team and provide relevant and current expertise to the Executive Leadership Team (ELT) peer managers and employees on a wide range of People matters
  • Contribute to the development of short and long-term strategic plans for the College by identifying emerging trends and opportunities for ongoing process improvements ensuring compliance with all relevant legislation
  • Review and assess current programs/policies/initiatives prepare business cases for new or revised programs/policies/initiatives that are aligned with the Colleges strategic direction and write communications to launch and implement these across the College.
  • Prepare and lead activities and events related to culture or building sensitivity and awareness to various culture issues. Accountable to design lead and source resources for various annual celebrations and awareness days.
  • Support and enhance the Colleges current EDIB policies practices and culture. Conduct training sessions and workshops to raise awareness about EDIB issues and collaborate with recruitment teams to attract diverse talent and implement retention strategies for equity deserving groups. Support and promote open dialogues to foster an inclusive work environment.
  • Lead on all internal investigations disciplines resolutions and settlement of employee grievances with ELT oversight. May delegate tactical elements to team members.
  • Review pay structures presenting competitive information and relevant input contributing to ELT discussions and decisions respecting compensation and total rewards. Helps to ensure competitive pay and total rewards as well as internal equity. Accountable for annual and ad hoc increase processes and the management of vacation or other benefits.
  • Manage the collection monitoring and analysis of data to measure the effectiveness of the functions operations; identify process improvements; provide information for budget/audit purposes and make recommendations on changes to process procedures and technology needs.
  • Provide expertise and develop revise and communicate People policies and procedures to reflect emerging trends and compliance with changes to legislation.
  • Participate as a management member of the Joint Health and Safety Committee (JHSC) to ensure obligations under the Occupational Health and Safety Act are met.
  • Keep up to date with applicable legislation trends and practices.



Qualifications

  • Four-year college or university program.
  • CHRP or CHRL designation.
  • 7 to 10 years experience in progressively more senior People roles and in management preferably including experience in a regulatory not-for-profit or public sector setting.
  • Must be able to observe and analyze trends as well as cultural and practical differences amongst industries for relevant insights and application/development of policy.
  • Knowledge of and intermediate level use of Human Resources Information Systems
  • Superior written and verbal communication skills including problem resolution and de-escalation tactics. Must be able to communicate with diplomacy and tact at all levels in the College.
  • Strong knowledge of employment-related legislation (e.g. Ontario Human Rights Code Employment Standards Act AODA Occupational Health and Safety Act Pay Equity Act).
  • Strategic thinking planning vision and leadership skills to work collaboratively at a senior level to develop and implement strategic directions and provide effective operational oversight of HR programs and services.
  • Analytical critical thinking and problem-solving skills to identify issues mitigate associated risk and lead the resolution of complex issues related to people and policy.
  • Flexibility to work in a fast-paced changing environment as a collaborative team player who demonstrates initiative.
  • Interpersonal skills presentation capabilities and management skills to engage others at all levels in the college create solutions and build credibility.
  • Written and verbal communication skills to prepare and deliver reports and briefings for internal audiences.
  • Coaching and management skills to motivate and develop employees.
