Job Description

As the Chief Officer of Programs you will oversee the operation execution and evaluation of all SARC social services programs. This includes 40-bed Safehouse Client Services and the Abuser Intervention Program. This role ensures the consistent delivery of trauma-informed survivor-centered services across the agency and fosters a unified collaborative and accountable culture among direct service teams. This position provides direct oversight of the Safehouse Program Supervisor Client Services Supervisor and the Abuser Intervention Program Supervisor but does not run day to day operations of these programs.

Leadership & Program Administration

  • Directly manage a team of three employees including performance management coaching and professional development.
  • Facilitate regular leadership meetings and individual supervision to ensure alignment accountability and program cohesion. (Safehouse Client Services Abuser Intervention).
  • May ensure continuity of care during staffing transitions which could include limited direct service support if necessary.
  • Guide long-term program planning and strategic initiatives aligned with SARC s mission values and service model.
  • Foster a trauma-informed collaborative team culture and model professionalism and compassion in leadership practices.
  • Respond to client grievances and provide high-level consultation regarding mental health needs and service delivery.
  • Oversees coordination of counseling services provided by SARC employed LCPC or LCSW-C or via contractual counseling services funded by the agency.

Program Compliance & Evaluation

  • Oversee all administrative and operational functions across client-facing programs.
  • Ensure compliance with local state and federal regulations as well as internal agency policies.
  • Provide oversight of program records documentation and statistics to meet funder and auditing requirements.
  • Lead development and implementation of procedures best practices and quality assurance standards.
  • Monitor organizational performance indicators and guide data-driven continuous improvement efforts.

Grants Finance & Community Partnerships

  • Write and manage local state and federal grants that support direct service programming.
  • Lead completion of monthly and quarterly grant reporting across departments.
  • Represent SARC at external meetings coalitions and inter-agency partnerships to enhance visibility and coordination.
  • Maintain strong working relationships with community partners including housing legal healthcare and behavioral health providers.


Requirements

Education & Licensure: Master s degree in Social Work Psychology or a related field required. Must hold a current Maryland LCSW-C or LCPC.

Experience: Minimum of 3 5 years of leadership experience in human services including at least 2 years of clinical experience working with survivors of domestic and/or sexual violence. Experience supervising multidisciplinary teams and managing cross-program operations preferred. Grant oversight and compliance experience a plus.

Work Schedule: 3 days in office 2 days remote.
