This vacancy is located at SCLHSAs Administration Office located in Houma LA.

Minimum Qualifications

Three years of experience in contracts or grants management procurement financial management or accounting; OR

Six years of full-time work experience in any field; OR

A bachelors degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties

55% Complies monthly reports that analyzes recorded expenditures to ensure appropriate coding of grant expenditures in accordance with statutory and regulatory requirements and departmental policies and procedures in order to prepare monthly draws of applicable grants. Prepares monthly reports of projected expenditures for each grant and the timing of the collections for the State and/or Federal Fiscal Years for managements review.


15% Provides assistance to the Programmatic Staff in the development of grant budgets for managements review and approval.


10% Facilitates grant meetings quarterly and annually to discuss status of grant expenditures and revenues with Management Team.


10% Prepares responses for LDH and/or SAMSHA requests regarding grants received including pass-thru grants for managements review.


5% Prepares journal vouchers as necessary to correct allowable grant expenditures/revenues for review then enters into LaGOV for continued processing.


5% Maintains a file of each grants identification information and allowable expenses and updates accordingly.


Position-Specific Details:
This position is a complex position requiring the incumbent to do multiple fiscal related tasks requiring specialized training and knowledge in grant administration. The position is critical in the accurate reporting of the Agencys financial position with respect to the various grants awarded by Federal Substance Abuse and Mental Health Services Administration (SAMHSA) including pass-through grants received from the Louisiana Department of Health/Office of Behavioral Health. Incumbent must possess and demonstrate an understanding of governmental accounting and function at advanced levels on several computer systems and software programs directly related to the development and maintenance of grant budgets (LaGOV MicroSoft Excel etc).
