The Oregon Department of Environmental Quality has an exciting full-time opportunity available for a Climate Investments Analyst (Natural Resource Specialist 4) in Portland Oregon.
This position is limited duration through January 31 2030 with the potential of being extended or made permanent pending Budget and Legislature approval.

About DEQ!
The Oregon Department of Environmental Quality is the primary regulatory agency of the government of the U.S. State of Oregon responsible for protecting and enhancing the states natural resources. Here is a video about DEQ: position will be joining an innovative and multi-faceted team in DEQs Office of Greenhouse Gas Programs. The Office is responsible for leading the agencys efforts to develop and implement statewide climate programs to reduce Oregons greenhouse gas emissions. This includes programs that collect data on Oregons greenhouse emissions and that directly regulate the most significant sources of those emissions across the state. The Office of Greenhouse Gas Programs also analyzes various climate policies as they are proposed by policymakers. This position plays an integral role in implementing Oregons Climate Equity and Resilience Through Action (CERTA) grant that is providing $197 million across a wide range of climate mitigation investments throughout the state.

What you will do!
You will serve as the technical expert responsible for tracking and modeling greenhouse gas emission reductions for implemented strategies identified in Oregons Climate Equity and Resilience Through Action (CERTA) Grant. The CERTA Grant provides Oregon with $197 million from the U.S. EPA and includes specific measures across multiple state agencies to reduce greenhouse gas emissions throughout the state. You will manage the technical aspects of CERTA grant implementation including working within DEQ and with partner agencies to develop consistent robust methodologies to account for greenhouse gas emissions reductions and other key metrics reported to the Environmental Protection Agency (EPA). You will ensure data integrity and institute the quality assurance project plan; coordinate across CERTA implementing partners to ensure data is identified collected and analyzed in accordance with the CERTA grant agreement; work collaboratively with a range of staff to identify gather and evaluate data; and provide technical support and guidance for this grant. You will independently develop and update model inputs with available data; track co-pollutant impacts from grant implementation; and provide data and information for biannual reports and for the final report to the EPA. In addition you will build tools to improve on existing GHG measurements and inventories and make recommendations and you will represent the department at informational meetings public hearings and before boards and commissions.

What are we looking for
Minimum Qualifications: 7 years of experience in a natural resource or environmental field with at least 1 year of experience at a technical or professional level performing activities in a natural resource program such as researching and analyzing data conducting investigations applying pertinent laws and regulations or coordinating and monitoring project activities.

This position will be based out of DEQs Headquarters office in Portland however the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop monitor keyboard mouse and cell phone) for an employee to successfully work from home. At DEQ sites you will have access to a workspace however depending on your frequency of in office work it may be shared with other employees.
This position requires occasional travel for site visits meetings conferences trainings presentations and public hearings some of which may include evening work weekend work and/or overnight stays.
