The Buncombe County Tax Assessors responsibilities include listing appraising and assessing all taxable property within Buncombe County. The Assessment office manages land records individual personal property business personal property residential and commercial real estate data analysis and special programs. The department has seven divisions and approximately 35 employees.

This position primarily works out of the Buncombe County Tax Assessor office located at 182 College Street Asheville NC 28801. There is no remote option for this position. The selected candidate must live within or relocate to a location within a 2-hour drive of their work location.

Buncombe County Government offers a comprehensive benefits package for employees including relocation assistance for executive-level positions. If the selected candidate relocates from outside the 2-hour window they will be eligible for up to $7000 total in relocation reimbursement.


Purpose of the position:

The purpose of this position is to direct the operations and activities of the appraisal land record management and listing programs that support the Countys Tax Assessment Department and to ensure compliance with the North Carolina Machinery Act and the NC General Statutes Chapter 105 Article 16. The Assessors responsibility includes listing appraising and assessing all taxable property within Buncombe County.

Minimum Education Training and/or Experience (required at time of hire):
Bachelors degree in Business Economics Public Administration Real Estate Appraisal or a related field and six (6) years of experience in property appraisal real estate or related field including a minimum of 2 years of management experience in financial real estate or appraisal disciplines; or an equivalent combination of education and experience.

License or Certification Required by Statute or Regulation:
Certified as an Assessor by the Ad Valorem Tax Division of the North Carolina Department of Revenue.


Supervision Received:
Receives broad directions to independently determine work objectives sets priorities within programs/divisions and guides priorities and objectives. The Tax Assessor reports to the County on an operational level and is appointed by the Board of Commissioners. It is recognized that the Tax Assessor has responsibilities outlined in North Carolina General Statute which provides the framework for fulfilling duties and must inform the Commissioners and Manager. In fulfilling these duties the Tax Assessor is responsible for directly communicating to the Commissioners when needed to ensure compliance. To ensure the Tax Assessor has the autonomy necessary to fulfill these responsibilities decisions regarding the hiring firing and disciplinary action of the Tax Assessor would require a notification to the Board of Commissioners by the County Manager and a majority vote of the Board of Commissioners.

Supervisory/Leadership Responsibilities:
Supervise a division
program or process with accountability for operations and results responsibility for employee development assignment and flow of work and appraisal. Work activities involve managerial decisions that directly affect the efficiency costs reputation and service quality of the division program or process. May assist with developing budgets and/or distributing budgeted funds.

Essential Functions of the position:

  • Direct the activities of the Countys comprehensive appraisal program which includes coordinating the evaluation of real and personal taxable and non-taxable property ensuring that assessments and standards are correctly made and uniformly applied and making decisions regarding extenuating circumstances.

  • Plan organize and execute the reappraisal process.

  • Develop and coordinate the implementation of department policies procedures and methods for program operations and determine the applicability and method of enforcement.

  • Ensure equitable implementation of all of all department functions.

  • Hire develop evaluate performance and provide feedback and disciplinary action as needed; develop and maintain a positive teamwork environment; provide effective clear and timely communication.

  • Provides and/or coordinates appropriate training and development for new and existing employees; supplies information technology and reference materials necessary to perform specific jobs functions.

  • Oversee data systems and implementation of new technologies.

  • Ensure an efficient and effective workflow and implement changes in routine work practices and procedures as needed to modify unit functioning according to client needs and employee capabilities.

  • Ensure a fully staffed competent workforce and a safe and supportive work environment for all employees.

  • Plan organize and direct work related to appraising property listing taxes reevaluating property maintaining property records and handling a variety of records files and information.

  • Oversee tax exemptions deferment mapping and land records management programs.

  • Coordinate activities for the Board of Equalization and Review and appeals processes.

  • Plan and monitor operating budget; authorize purchases and expenditures from budget.

  • Explain tax laws policies and procedures to property owners attorneys real estate specialists County Board of Commissioners and the general public.

  • Assure that all required notices postings deadlines and other guidelines are met in the tax appraisal and listing systems.

  • In partnership with Inspections oversees staff to conduct field assessments GIS services and other necessary duties during an emergency.

  • Performs other related duties as assigned.

Knowledge Skills Abilities:

  • Knowledge of state laws and County tax policies governing the administration of taxes on real and personal property.

  • Knowledge of accepted practices in assessing real and personal residential commercial and industrial property.

  • Knowledge of office practices and procedures and automation systems necessary to operate and administer a County tax system.

  • Knowledge of the organization and functions of County government.

  • Knowledge of modern supervisory practices and County personnel budgeting and purchasing policies.

  • Knowledge of the tax collections process.

  • Ability to evaluate and appraise a wide variety of real and personal property.

  • Ability to deal courteously and tactfully with the public.

  • Ability to establish and maintain an effective relationship with state and County officials other departments employees and the public.

  • Ability to handle sensitive and controversial tax appeals and other situations.

  • Ability to interpret and explain laws policies and procedures relating to listing and assessing property.

  • Ability to plan organize and evaluate the work of employees.

  • Ability to organize work and establish priorities to meet guidelines and deadlines of the State.
