Hybrid (3 days in office/2 remote)

ABOUT THE WORK UNIT
The Office of Emergency Management conducts the four phases of emergency management (Preparedness Response Mitigation and Recovery) in coordination with other State Agencies and in support of local jurisdictions. It integrates emergency management efforts across all levels of government including state local tribal and federal.

Mitigation Section:
The mission of the Mitigation Section is to reduce the consequences of natural hazards in Colorado by enabling education planning and long-term solutions with our partners. This is accomplished through the development and maintenance of comprehensive mitigation programs; managing and conducting activities associated with the protection of people property critical assets and key resources the natural environment and the economy; performing and providing technical assistance for mitigation planning; and administering and fostering mitigation construction projects. The section coordinates the States mitigation program with FEMA and other federal and State agencies and assists local jurisdictions with hazard mitigation planning and projects.

ABOUT THE POSITION
This position exists to achieve the goals of reducing exposure of Colorados residents local
governments businesses and others to loss of life and property from natural hazards through collaborative efforts with division staff local community staff emergency managers content experts and other partners from related disciplines through mitigation planning non- construction and construction project activities.

Duties include (but are not limited to):

Mitigation Project Technical Assistance and Project Development

This position utilizes the FEMA Hazard Mitigation Assistance Programs Flood Mitigation Assistance program and other guidance to determine if a state or local mitigation projects meet program requirements. This position will provide technical assistance to local communities for scopes of work cost estimates benefit cost analysis risk assessment environmental and historical analyses before submission. This position stays abreast of changes in federal and state plans and regulations and adapt programs to conform. Monitors projects and identifies issues with project management schedules costs etc. and responds to FEMAs pre-award requests for information within required timelines. Assists in the development of benefit-cost analysis using FEMA protocols and reviews federal and state documents including environmental assessments and judges if a community is in compliance with program rules and regulations. Conducts potential applicant briefings pre- and post-disaster and may conduct training sessions and workshops as related to mitigation project development planning and completion.

Grants Management and Administration
Manage the administration and management of Hazard Mitigation Assistance (HMA) grant programs and other State grant programs as applicable. Administer and manage all grant-related functions including application process review and selection issuance of grant awards budget changes grant extensions and the grant close out process. Provide assigned subrecipient with technical assistance training and grant guidance by interpreting Federal Cost Principles (Code of Federal Regulations). Oversee contracting and amendment processes for subrecipients and review reimbursement request for compliance with grants requirements.

Mitigation Project Outreach and Support
Assist local governments and state agencies with developing mitigation projects construction and non-construction grant applications and identify natural hazards and impacts facilitate local project development and process when necessary facilitate meetings and briefings identify public private and nonprofit partnerships. Review evaluate and comment on local natural hazard mitigation projects for compliance with FEMA requirements and assist communities with getting projects completed. Assist communities with post disaster mitigation project development.

PREFERRED QUALIFICATIONS AND/OR SPECIAL QUALIFICATIONS
  • Understanding of natural hazards and disaster impacts.
  • Experience working with FEMA Hazard Mitigation Assistance programs
  • Experience managing contracts and/or federal and state grants
  • Experiencecommunicating risks to the public to support mitigation measures
  • Familiarity with NEPA processes
  • Understanding and experience with FEMAs benefit-cost analysis toolkit

CONDITIONS OF EMPLOYMENT
  • Requires successful completion of a background investigation that includes a polygraph exam and a fingerprint based criminal history search.
  • Must have a valid Colorado Drivers License
  • Must be a resident of Colorado prior to start date.
  • May travel to attend meetings across Colorado.
  • Must be able to respond to the State Emergency Operations Center any day or time
    to support incident response and recovery
  • This position is grant funded through September 23 2028 with a high probability for renewal once it expires. Theemployee will be required to sign a waiver of retention
