This position has the potential to work from a Virtual Office (VO) setting or may Telecommute based on the needs of the unit and at the discretion of leadership.

Job Summary:

This position will design develop and facilitate training classes and material for staff who make or support eligibility determinations; maintain a Learning Management System; prepare and publish a variety of program related correspondence regarding policies procedures and system updates; maintain documents and data on network drives SharePoint and Google; work with other outside vendors and IT staff. Statewide travel may be required.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Major duties and responsibilities include but are not limited to:
Develop engaging materials for use in computer-based training modules webinars videos and classrooms. Materials include lecture outlines storyboards and guides exercises games tests surveys guides demonstrations announcements or handouts and other items as necessary.
Plan and design training curriculum for formal and informal training to be utilized by DMPS and external organizations on financial medical and/or provider eligibility policy procedures and related supporting topics.
Facilitate or coordinate virtual classes in-person classes and other events to support eligibility policy procedures and systems. Work with DMPS to standardize work processes and knowledge.
Research compile and analyze data for training and division projects from sources including learning management systems policy clarification requests quality assurance reviews surveys tests agency data and AMS metrics. Apply results to improve training strategies and methods AMS goals and support systems.
Lead contribute to and/or participate on policy procedure wordsmithing Arizona Management System (lean) and system development/enhancement teams.

Knowledge Skills & Abilities (KSAs):

Knowledge of:
Adult learning theories and principles
How to plan create and facilitate computer- based and classroom training programs
Technical writing
Graphic design and multimedia principles
Federal and State rules and regulations governing the Medicaid (Title XIX) and CHIP (Title XXI) programs
Needs assessment methodology research techniques and data collection and analysis
SharePoint Excel and Word
Arizona Management System and lean concepts
Eligibility related systems including Health-e-Arizona Plus PMMIS and APEP
Development software including Adobe Captivate Adobe Premiere Adobe Photoshop and Adobe Acrobat
Project development organization and prioritizing

Skilled in:
Effectively communicating by writing speaking and interpersonally interacting with others
Listening and providing feedback
Analytics: Capable of interpreting evaluating researching and problem solving
Organizing materials thoughts work and assignments

Ability to:
Lead negotiate make decisions and meet deadlines and specified goals using discretion and good judgment

Plan and conduct computer-based and classroom training programs

Operate a variety of office equipment such as computer systems and software to access input review and analyze information
Research interpret and evaluate

Selective Preference(s):

Arizona Drivers License

Minimum: Two or more years experience training adult learners as a full time trainer responsible for instruction and group/team facilitation OR two years in a Medicaid program. Bachelors degree in visual communications graphic design adult learning or related field would substitute for experience.

Preferred: Bachelors degree in visual communications graphic design adult learning or related field; or three years of experience in adult learning technical writing and/ or graphic design; computer assistance; management and project development; and data or situational analysis; or 3 years of experience in a Medicaid program.

Pre-Employment Requirements:

Successfully pass fingerprint background check prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R.12.)
